She asked about starting the study after the first of the new <br />year. <br /> <br />Mr. Swifi said it would be holding up that committee. <br /> <br /> It was moved by Ms. Dennis, seconded by Mayor Tarver, to approve $34,000 <br />for the Downtown Specific Plan Budget and to authorize the City Manager to sign <br />the contract with Economies Research Associates for developing the economic <br />analysis for the Downtown Specific Plan and for the First Floor Retail Only Study. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmember Dennis and Mayor Tarver <br />NOES: Councilmember Ayala <br />ABSENT: None <br />ABSTAIN: Councilmembers Michelotti and Pico. <br /> <br />item 6c <br />Agreement with the City of Dublin regardin., their participation and use of <br />Altamont lmDact Fees for Onen Snace (SR00:223) <br /> <br />Ms. Acosta presented the staff report. <br /> <br /> Ms. Acosta stated that since the staff report has been distributed there was some <br />concern about the mutual dccision making process described in the staff report. This <br />agreement would provide both cities with the ability to acquire more open space that <br />would benefit the whole valley. The agreement provides that both cities would mutually <br />agree as to what properties would be supported in the agreement through the county <br />committee process, which is set up to handle the financial aspects of this. The default <br />provision provides that the monies would be spent on a population basis. If City of <br />Dublin agrees with this concept, this agreemeat will be corrected to reflect this point. <br /> <br /> Mayor Tarvet said he understood this to now mean that the agreement would <br />reflect a population split if no agreement is reached julntly how to spend the money. If <br />this discussion broke down, then each city would go its own way with the funds that were <br />collec~d, based upon population. This is the new dePault position. <br /> <br /> Ms. Michelot~i said the whole idea of this is that Pleasanton would have the <br />ability to acquire open space in a larger area as wclI as additional funds to do this and if it <br />were in the interest of both communities to take a chunk on the Dublin side, then <br />Pleasanton could agree to that. If this is agreeable and is on the list of priorities, then that <br />is what Pleasanton would do. If it is in the best interest for Dublin to join Pleasanton in <br />getting something on the Pleasanton side, that is what we would do.
