Ms. Ayala felt that if a study were to be conducted for this fee, it could include <br />other items that may be more beneficial in the long run. <br /> <br /> Mr. Swift 'added that this is not just a ~'retail only" policy. The City is looking at <br />the whole scope of where the downtown is headed, its economic future, depending on <br />choices that ultimately will be made by City Council in terms of allowing additional new <br />developmentl the kind of new development, the places of that development, etc, <br /> <br /> Mayor Tarvet asked when a report ffo~n the Downtown Task Force would come <br />hack Io Council for action. <br /> <br /> Mr. Swif'c said that he anticipated that the final recommendation would be to <br />Cormell prior to doing an environmental review, late winter or early spring. <br /> <br /> Ms. Acosta said that this is a fair question to raise, since only three <br />Councilmembers can participate and at least one member of the present three will not be <br />returning to the Council. Given all of the other priorities, whether this is an issue Council <br />will wanl to pursue at this moment is a legitimate question. <br /> <br /> Ms. Dennis hoped that information returning to Council would be a consensus <br />item, not a dispute between people. She felt the infommtion would be helpful. ttar <br />questions were why this is proposed to be conducted as a mail survey and not a phone <br />survey. She also wanted to know the accuracy of this methodology. <br /> <br /> Ms. Acosta said that while it is true that phone surveys are more accurate~ <br />generally phone surveys cost more. <br /> <br /> Mayor Tarver said it was important to respect the committee's desires to get <br />intbrmation in order to formulate their opinions. He shares Ms. Dennis' belief that when <br />all is said and done, and everybody has had an opportunity to speak to this issue, it will <br />be exactly the way it was the last time Council went through this process. There is, <br />however, more to this than just "retail only" on the first floor. <br /> <br /> Ms. Ayala felt that the emphasis would probably be difli:rcnt if it were not for the <br />lhct that "retail only" is a major component of this study. <br /> <br /> Mr. Swit'c said that the study would certainly look at "retail only" but it was his <br />belief that the scope of work was structured to answer those bigger questions with the <br />"retail only" being a portion of the analysis. <br /> <br /> Ms. Acosta said, however, it was true that it would be a different study if it did <br />not include "retail only." <br /> <br /> Ms, Ayala asked if Council would be holding up the committee if Council <br />decided to wait to see if the change in Councilmembers made any difference with the <br /> <br />Pleasanton Cit3, Council 6 08/01/00 <br />Minutes <br /> <br /> <br />
