Ms. Ayala felt that if a study were to be conducted for this fee, it could include other items that may be more beneficial in the long run. Mr. Swift 'added that this is not just a ~'retail only" policy. The City is looking at the whole scope of where the downtown is headed, its economic future, depending on choices that ultimately will be made by City Council in terms of allowing additional new developmentl the kind of new development, the places of that development, etc, Mayor Tarvet asked when a report ffo~n the Downtown Task Force would come hack Io Council for action. Mr. Swif'c said that he anticipated that the final recommendation would be to Cormell prior to doing an environmental review, late winter or early spring. Ms. Acosta said that this is a fair question to raise, since only three Councilmembers can participate and at least one member of the present three will not be returning to the Council. Given all of the other priorities, whether this is an issue Council will wanl to pursue at this moment is a legitimate question. Ms. Dennis hoped that information returning to Council would be a consensus item, not a dispute between people. She felt the infommtion would be helpful. ttar questions were why this is proposed to be conducted as a mail survey and not a phone survey. She also wanted to know the accuracy of this methodology. Ms. Acosta said that while it is true that phone surveys are more accurate~ generally phone surveys cost more. Mayor Tarver said it was important to respect the committee's desires to get intbrmation in order to formulate their opinions. He shares Ms. Dennis' belief that when all is said and done, and everybody has had an opportunity to speak to this issue, it will be exactly the way it was the last time Council went through this process. There is, however, more to this than just "retail only" on the first floor. Ms. Ayala felt that the emphasis would probably be difli:rcnt if it were not for the lhct that "retail only" is a major component of this study. Mr. Swit'c said that the study would certainly look at "retail only" but it was his belief that the scope of work was structured to answer those bigger questions with the "retail only" being a portion of the analysis. Ms. Acosta said, however, it was true that it would be a different study if it did not include "retail only."
