to start the project. He stated that there has been an upgraded inventory of other houses
and he asked for clarification.

Mr. Swift stated that presently Pleasanton has only one building designated as a
State ltistoric Building, that being the Kottinger Barn, and there are no others, except
perhaps the Alviso Adobe. The issue is that nothing has been designated as such and if
Pleasanton had a local ordinance that identified specific sites, then the standard could be
applied. Pleasanton presently does not have this.

Ms. Acosta stated that she has discussed this type of situation with other residents
and they are trying to do the same thing as Mr. Layer. She stated this designation can
provide some advantages to the owner, but also raises other issues. Them may be people
who would like to say every- house over a certain age is required to lbllow the rules that
come along with this designation. This needs to be looked at further in order to decide
what ~vill make the most sense for Plcasanton.

A~er some discussion Mr. Layer was directed to return to his committee and
lobby for this item. In the meantime, Mr. Swift ~vould check with staff' and report back to
Council.

Ms. Acosta stated that Mr. Smith would continue to assist Mr. Layer with the
sitnation and when the item is agendized, Council will address the situation.

Dolores Bengtson, 568 Itamilton Way, spoke about her concern regarding the
Greenbriar project. She was concemed about the haste. She felt that the citizens of
Pleasanton were being shortchanged as to their input because of the haste of this project.
She implored Council to make sure there is ample opportunity for people to be accurately
noticed about the meetings and to be sure there is an opportunity to see the proposed
project.

Item 4q
Al~reement with Economks Research Associates for develoniw, the economic
analysis for the Downtown SOeci~c Plan and for the First Floor Retail Only Study.

Mr. Pico and Ms. Michelotti abstained l~om this item.

Mr. Swift presented the staff report.

Ms. Ayala commented that she does not approve of this expenditure

Ms. Demals said that she felt the study would be useful to the property owners and
the businesses involved whether or not the ordinance is approve&

Mayor Tarver said that in the spirit of Mr. ttovingh's earlier comments, it would
be prudent for the Council not to make decisions until it hlkq all of the information. It
may not change anyone's mind, but he felt it would be valuable to get the information.

Pleasanton City Council 5 0S/01/00
Minutes
