been built that have created a blight and now the rest of the residents in this area will pay
a very high price for this.

Marie Cronin, 8989 Dublin Canyon Road, said she does not see the need for this
set of regulations for this area. The family has lived within 1.5 miles of where she is
presently living since 1846, the lhmily consists of over 7 generations of ranchers with
three generations presently living and working on the ranch. She would like to be exempt
from this ove~ay district and cannot see any advantages to her situation. She wants the
boundary line moved back and strongly opposes the District.

Ted Vinson, 11025 Dublin Canyon Road, representing the Mary R. Vinson
Family Trust Property, which is a 240 acre parcel located next to Ms. Cronin's property.
Hc realized that a substantial effort has been made to preserve the integrity, character and
beauty of the land. He assured Council that all of the property owners affected by the
Overlay District share the same concern. This is a straggle that has been going on for
many years for the preservation of the beauty oPthe property. Illais should be a win/~x4n
situation for everyone. lie requested that Council identify all factors or elements which
demonstrate how the rural property owners in the Overlay District will be winners. He
requested that a vote on the Overlay District be postponed until a deal can be created in
which everyone is a winner.

David Glenn, 10 Tejan Canyon Road, said Alameda County rejected an
application by his neighbor for one house and that staff report reconnnendation would
allow 8 houses to be built on a similar piece of property. There has been opposition
against building on the ridge for a long time. He has been a member of the Citizens Land
Alliance, ovmers of the present Ridgelands. He allended all of the East Bay Regional
Park District hearings on the Pleasanton Ridge. There was every intention of
development on the top of the Ridge as well as the face of the Ridge. He felt that this
West Foothill Road Corridor Overlay District application should be presented to the
voters of Pleasanton.

Scan Lemoine, 4456 Foottrill Road, said there are presently 100 homes to be built
on 656 acres of land. Many of these homes will not be seen at all, meaning there might
be 40 homes in a highly visible area. The Ridge is permanently protected. EBRPD
presently owns 3~201 acres of open space and 25 miles of trails from Sunol to 1-580. The
peak of the ridge is 1600 feet. Foothill Road is at approximately 400 feet with an urban
growth boundary limit at 670 feet. This means that there is only 270 feet on which to
build. Examination of the topography of the area limits the areas which are suitable for
building. He stated this proposal is discriminatory on the basis of geographic location.

Robert Byrd, 4650 Third Street, said he had problems with the design review and
guidelines. He would rather see some flexibility so that individuals can conte up with
good ideas for building, bring the ideas in and have them be evaluated on a case by case
basis. Setting guidelines that everyone has to follow regardless of where the house is
located is "putting the cart before the horse."

Pleasanton City Council 22 08/01/00
Minutes
