Tom Boock, 45543 Parkmeadow Court, Fremont, CA 94539, is sympathetic to <br />the intent of the overlay guidelines, but thinks that the latest version has gone too far. He <br />thinks that there are parts that are very vague and do not serve the intent to clarify. He <br />has property in this area and is limited by what he can do with his property. He is in the <br />process of designing a home for this property and yet there are aspects that he still does <br />not know what to expect. He sees the potential of going through a redesigning process <br />over and over again and yet still not know when he has satisfied all parts of the district <br />guidelines. He gave examples of structure design and minimizing the appearance of <br />massiveness. He also had issues with setback, grading and roof pitch. <br /> <br /> Barbara Young, 11249 Dublin Canyon Road, lives in property that has been in her <br />lhrnily approximately 40 years. She and her sister own the property and are at a point <br />where they can build on the property and are now faced with these restrictions and <br />guidelines in order to build, spending more and more money in order to use their <br />property. She strongly opposes this proposal and is surprised that the City would spend <br />this much time and money on something that will affect so few properties. <br /> <br /> T. Lofrano, 1115 Atlantic Avenue, Alameda, said that he is totally opposed to <br />changing the Foothill Overlay District. He felt that this is over regulation. <br /> <br />There being no further speakers, the public heating was closed. <br /> <br /> Ms. Michelotti said the Overlay District has a purpose and it has setwed <br />Pleasanton well. She felt that something is trying to be fixed that, in fact, is not broken. <br />She ti:els that the judgment of staff needs to be trusted. She does not want to expand <br />these guidelines from what it was originally. She said she could not support the changes. <br /> <br /> Ms. Dennis said the Planning Commission initiated this study and she felt that it <br />was not necessary. The result was impacting agricultural property through design <br />guidelines, which she feels are not necessary. She l~els the Overlay District goes into <br />places where development is not planned. <br /> <br /> Mayor Tarver said he sensed that this item does not have Council support. He felt <br />that the idea was to try to give people who are buying property on Foothill or who are <br />considering development on Foothill some guidelines and yet provide flexibility for staff <br />working with the applicants. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Michelotti, to deny the <br />application to amend the proposed modifications to the Pleasanton Municipal Code <br />(PRZ-01 / RZ-99-01, West Foothill Road Corridor Overlay District). <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala and Michelotti <br />NOES: Councilmembers - Dennis, Pico and Mayor Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Pleasanton Cily Council 23 08/01/00 <br />Minutes <br /> <br /> <br />
