reminded everyone that by allowing the building of 581 homes in this development along
with 750,000 square feet of commercial area, she wanted to make sure this development
stands on its own. The CiW will have to develop the remaining 330 acres of property.

Ms, Dennis said it was imperative that the development of the western parcel
acconmaodate a golf course. The area of land that Pleasanton will receive wilI be a
burden because the City will have to maintain the property. She felt that this significantly
reduces the benefit to the City. She regrets people not having a choice because of the
trade offs involved in this plan. She felt that the City was losing community benefit. The
impacts will be felt in the City General Plan as the City tries to move the units around.
Pleasanton is not providing a house for every job and the build out of the General Plan
calls for two jobs for every unit. She wants the public to consider this piece of property
in the context of the city as a whole because this will have an impact and a benefit to
everyone. She felt that the deadline is not part of the obligation to the Pleasanton
cnn'amunity. The deadline prevents commtmity involvement to the same level that has
been given previously.

Mr. Pico said it was very clear that the community would like to have the option
and the flexibility to have a golf course on the western portion. If this means having to
move some units out of the west to some other part of the property, it is a consideration
that should be looked at by Greenbriar. He said there is a real risk that this project may
be subject to a referendum. The risk gets diminished significantly if some of the issues
regarding the potential golf course are eliminated. He said that Council does care about
the people in the Windsor area and are working to address the problems they currently
face. The limeline is not in Plcasanton's control. The options of extension do not appear
without facing tremendous risk. If a plan is not accepted, there is no guarantee that
Pleasanton voters will have an opportunity to vote on a similar plan in the future. He felt
that San Francisco would seriously look at developing the property without consideration
of the Pleasanton commtmity. The present plan is not pert~ct and he is committed to put
to a vote of the people any public improvements that would go on the open spaces of the
property~ including the financing of such projects. The support froxn the voters on
Measure I has helped Council with the negotiations of this property. This all involves
compromise. Crreenbriar has been willing to negotiate and to listen. They continue to
listen and show a willingness to work with the conm~unity in the planning of this
property. He felt that this is Pleasanton's opportunity to provide a lasting legacy for the
future of the community, There are incredible opportunities available and the people of
Pleasanton will have a number of options they have indicated for this property.

Mayor Tarver said that Pleasanton shotrid plan for a golf course on the west side
of the freeway. He agrees with preserving the Arroyo~ also providing the flood control
possibilities. Ilc said the placement of the golf course will insure having those options in
the future. The choices of what to place on the open space of the property will be put to a
vote of the people. A second bridge needs to be built along with a signal light for the
safety of all in the Windsor development. He mentioned the possibility of other areas on
the property on which houses could be moved.

Pleasanton City Council 20 08/01/00
Minutes
