Ms. Dennis asked if there were funds to develop a park immediately. <br /> <br /> Mr. Swift said the City had set aside about $2 million for development of fifteen <br />acres of park land. He was not certain how much money was available in the Capital <br />Improvement Program. Greenbriar will pay park fees of about $1.7 million, but that will <br />not be paid until three fourths of the project is completed. <br /> <br /> Mr. Fialho indicated most of the Capital Improvement Program funds have been <br />allocated. Council would have to change the priorities to reallocate those funds. <br />Greenbriar is also payh~g developmenl impact fees and a portion of that is dedicated to <br />the community park on that property. <br /> <br /> Ms. Michelotti wanted to include some open space among the houses near the <br />commercial area. She also suggested moving the berms away from the road. She wanted <br />to bc able to see into and/or through the property from Bcrnal Avenue or the freeway and <br />to see open green spaces. She was concerned about what public uses would be available <br />if there is no golf course. <br /> <br /> Mayor Tarver preferred the benms along the freeways and wanted to consider <br />Alternative 7A or 7C1 only. He would like to hear testimony at the next Council meeting <br />regarding public uses for the area, such as an ACE station, lighted sports fields, cultural <br />arts center, community center, school, etc. He did not care if there was a golf course or <br />not. <br /> <br /> Ms. Ayala asked staff to address the arroyo issue and whether the City has taken <br />ownership of arroyos in other projects. <br /> <br /> Mr. Swift said channels in other locations are owned and maintained by Zone 7. <br />He then described various other sites in the City, some of which are owned by Zone 7 and <br />some are owned by adjacent property owners. Ite said the real question is who will retain <br />ownership of the creek and maintain it. The City or Zone 7 could make changes to the <br />creek to alleviate flooding issues. <br /> <br /> Various flood control issues were discussed by Council as well as the possibility <br />that Zone 7 would accept an offer of dedication of the channel. <br /> <br />Mayor Tarver was interested in pursuing some public use around the creek area. <br /> <br /> Ms. Dennis wanted an analysis of the liability issues before proceeding with use <br />of the creek area. <br /> <br /> There was a consensus to pursue only alternatives 7A and 7C1 with housing <br />closer to the commercial area and the freeway on the western side of Valley Avenue as to <br />Alternative 7C1. <br /> <br />There was a break at 9:45 p.m. <br /> <br />Pleasanton City' Council 9 08/15/00 <br />Minutes <br /> <br /> <br />
