Mr. Pico suggested a transfer of thirty acres lbr the park at the time of annexation. <br />That way the City could begin planning and construction of the sports field and the <br />remaining open space could be transferred when Greenbriar gets its building permits. <br /> <br /> Mr, Costanzo indicated Greenbriar would consider that. He proceeded with his <br />presentation and showed visualizatious of the proposed herins from various angles as <br />well as the alley access to some of the residential units. <br /> <br /> There was discussion about wlmt other information would be available for the <br />August 21 meeting. Mr. Swit~ explained the peer review from the original San Francisco <br />proposal would be used and a story board would be put up along the freeway to give a <br />better illustration of the herms. <br /> <br /> Dolores Bengtson, 568 Hamilton Way, believed there were still too many <br />unknown issues about the project to take action in one week. She had read the prior staff <br />report and conditions of approval and had grave concerns. She felt this was a two phased <br />project and many things in phase one will 'all'oct what can be done in phase two. She had <br />concerns about landscape herins, walls, storm drains and retention basins and felt these <br />t~atures will take away from the 330 acres to be used for public uses. She also had <br />concems about maintenance of the sound berms and retention basins. She did not think <br />the City should have ownership of the arroyo. That could be a very expensive item. She <br />also wanted clarification on the proposal to use forty acres for the school district. There <br />is still uncertainty about thc gulf course. Shc felt the pcoplc of Plcasanton have great <br />expectations for this property and she was concerned about piecemeal planning. <br /> <br /> Mayor Tarver said the City is being given 330 acres to plan for public use and it <br />should take advantage of the opportunity. He cannot guarantee what would happen if it <br />did not. In a perfect world, it would be wiser to plan the entire 500+ acres, but that is not <br />the current situation. <br /> <br /> Bob Nickeson, 4260 Pleasanton Avenue, referred to the proposal to move the <br />5000 sq. ft. lots near the freeway and suggested moving the 4000 sq. fi. lots there instead. <br />He preferred to have housing units on the East Parcel and asked if the City had <br />considered sharing the burden of some of the interest/inli'astructure costs. <br /> <br /> Council discussed the possibility. Mr. Swift said wherever the units are moved <br />ti'om the East Parcel, it will be less desirable than if they had remained there. <br /> <br /> Mayor Tarver asked for information on how much of the public property would <br />be used for berms, etc. He also wanted comments regarding the School District <br />negotiations. <br /> <br /> Mr. Costanzo indicated the berms, retention basins. etc. would benefit the public <br />uses as well as the residential areas.
