The City is appmving a development, annexation, grow[h management and he did not see <br />anything to stand in the way of Greenbriar's obtaining building permits. <br /> <br /> Mr. Costanzo indicated as soon as building permits are issued, Greenbriar would <br />transfer the property to the City. <br /> <br /> Mr. Roush explained that Greenbriar wanted assurance that there would not be <br />unreasonable delays in getting final map and building permit approvals on the Western <br />m~d Central Parcels. It suggested transl~r of the public parcels occur al~.er final maps are <br />recorded and building permits are issued for the commercial, apartment and residential <br />units on the Western and Central Parcels. It is estimated this can happen by Jane or July <br />2001. If there are delays, not caused by the City, Greenbriar has agreed to waive certain <br />conditions. It is necessary to have an outside date Ibr transl~r of the property to the City <br />and September 2002 has been suggested. <br /> <br />l'hcrc was l~rther discussion regarding the timing of the transfer. <br /> <br /> Ms. Ayala pointed out the importance of constructing the lighted sports fields <br />before or in conjunction with the residential units. <br /> <br /> In response to a question from Ms. Michclotti, Mr. Swif~ indicated it would take <br />about a year to plan the sports fields. He stated some time could be saved by setting <br />aside approximately thire~ acres for this particular use at this time. <br /> <br /> Ms. Michclotti also wanted about four acres for other public facilities, like the art <br />center. <br /> <br /> Mayor Tarvet did not want to get into discussion about public uses at this time <br />and referred to the potential for a ballot measure in March 2001. <br /> <br /> Ms. Dennis was uncomfortable linking issuance of building permits to transfer of <br />property to the City. <br /> <br /> Mr. Roush indicated the development agreement covers many of the issues raised. <br />l'his project has unique circumstances. <br /> <br /> Ms. Michelotti asked when it was estimated that a tentative map would be <br />approved. <br /> <br /> Mr. Costanzo believed it would be ready to submit in October 2000, with a final <br />map to be ready in April 2001. They hoped to start construction in May or June 2001. <br /> <br /> Ms. Ayala said that Measure I raised an expectation of 400 acres for public use, <br />which is not happening now.
