Mr. Pico believed them should be dillSrent l~e levels between moderate and low <br />and very low income housing. <br /> <br /> Ms. Dennis believed the City was doing many things to provide more affordable <br />housing and this ordinance would be an important part of that. <br /> <br /> Ms. Ayala referred to the letter li'om Peter MacDonald and inquired about the <br />square footage of the affordable housing units. <br /> <br /> Mr. Bocian said some housing is affordable by design. However, with the <br />increases in construction costs, even small homes will cost more in the future. <br /> <br /> Ms. Dennis reflected that the community wanted growth management, but that is <br />against any market-driven method of getting low income housing. In fact, it raises the <br />price of housing. <br /> <br /> Mayor Tarvet said the market would determine the size of units to get them down <br />to sizes consistent with very low or low income levels. <br /> <br /> Ms. Michehitti inquired about the difficulties of qualifying for loans for low and <br />very low income households. <br /> <br />Mayor Tarver asked about the current distribution of housing. <br /> <br /> Mr. Swift estimated there are fewer low incomc traits today than in 1990. The <br />2000 census will probably indicate less than 15% of the population is low income. There <br />appears to be adequate moderate income housing, if it is assumed that all the apartments <br />are affordable to moderate income households. There are not many other parcels le~ for <br />building more apartnlents. <br /> <br /> Mr. Roush indicated this ordinance, if adopted on September 5, would not apply <br />to the Greenbriar project because it will not be in efI~ct if the Greenbrlar project is <br />approved on August 28. <br /> <br /> Mr. Bocian also indicated the Director of Plarming can exempt certain <br />developments if plans have already been submitled and are proceeding through the <br />approval processes. <br /> <br /> Mr. Pico preferred not to take action on this matter at this meeting. He did not <br />want to cloud the issues surrounding the Grccnbriar prctjcct. <br /> <br /> Mayor Tamer asked if staff was aware of any pending projects that would be <br />affected by this ordinance. <br /> <br /> Mr. Swift replied that the only residential projects that will be coming forward are <br />in the Vineyard Corridor and this ordinance would not apply to that project.
