It was moved by Mayor Tarver, seconded by Ms. Michelotti, {o introduce <br />Ordinance No. 1812, to be read by title only and waiving further reading thereof, <br />amending the Pleasanton Municipal Code, Chapter 18.106 (Second Units) to <br />(1) create a new chapter in the Municipal Code which would regulate second units, <br />and to (2) update the parking, definition, and application processing sections of the <br />Code as they relate to second units, as recummended by staff. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Ayala, Dennis, Michelotti, Pico, and Mayor Tarvet <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6c <br />Annroval of Inclusionarv Zonin~ Ordinance Establishin~ ReQuirements for the <br />provision of affordable housinR in new developments. (SR 00:231) <br /> <br />Sleven Bocian presented the staff report. <br /> <br /> Ms. Dennis inquired about the COI (commemial/office/industriai) requirement <br />and asked if an affordable housing plan was required to be on-site development? <br /> <br />Mr. Bocian indicated it could be either on-site or off-site. <br /> <br /> Ms. Ayala fek Council could adopt the ordinance and the Planning Commission <br />can still meet with the Housing Colrtmission. <br /> <br /> Mayor Tarver did not believe anything precluded the Council from introducing <br />the ordinance at this meeting. If amendments are deemed necessary, it can be done later. <br />His main concern was to find ways to provide low and very low income housing. He l~lt <br />there was adequate moderate income housing already. <br /> <br /> Ms. Dennis felt the City had met its ABAG goals for moderate income housing <br />and wanted the ordinance to address the low and very low targets set thrth in the General <br />Plan and the State mandated targets. She also believed the ordinance should be <br />introduced at this meeting. <br /> <br />Ms. Ayala indicated the City of Livermorn had just raised its low income housing <br /> <br /> Mayor Tarver indicated the low income housing fee was a separate issue from the <br />inclusionary housing ordinance, but agreed the low income housing fee should be <br />increased. <br /> <br />Pleasanton City Council 11 08/15/00 <br />Minutes <br /> <br /> <br />
