Mayor Tarvcr indicated he had received an e-mail inquiring about why residential
charges for sewer are not based on usage.

Mr. Cusenza indicated that because the custolner classes of sewer users vary
considerably. it would be exlremely difficult from an administrative standpoint to process
individual usage flows for residential users, so they were grouped and averaged out to
one charge. Residential customers have a fixed charge. Commercial customers are
charged based on winter water use. In order to do the same thing for residential
customers, the utility billing software would have to be rewritten.

Mayor Tarver declared the public hearing open.

There being no speakers, the public hearing was closed.

It was moved by Ms. Ayala, seconded by Mr. Pico, to adopt Resolution No.
00-091, amending the Master Fee Schedule to adjust the local and regional sewer
rates for 2000/01; and to introduce Ordinance No. 1807, to be read by title only and
waiving further reading thereof, amending the Pleasanton Municipal Code to adopt
the local and regional sewer rates for 2000/01.

The roll call vote was as follows:
AYES: Councihncmbers - Ayala, Dennis, Michelotti.
