__ 5. MEETING OPEN TO THE PUBLIC <br /> <br /> Mayor Tarver asked staff to provide further information for some of the questions <br />raised at the call-in talk show. <br /> <br /> Mr. Fialho indicated the questions ret~rred to paving Old Stanley Boulevard, <br />gravel truck traffic, and the status of the sewer pipeline. <br /> <br /> Mr. Lum acknowledged that the pavement on Stanley Boulevard between First <br />Street and Main Street is in poor condition and indicated there will be a major <br />reconstruction of the street, including installing pavement, curb, gutter, and sidewalks. <br />The current problem that stall' is dealing with is the reconstruction of the existing storm <br />drain system. That will occur in the coming year. The reconstruction of the street, which <br />will cost $1.4 million. is not currently landed in the CiP program, bnt it will be reviewed <br />in the next funding cycle. <br /> <br />Councilmember Pico arrived at 7:20 p.m. <br /> <br /> With regard to the gravel trucks, Mr. Lum indicated they are not allowed to use <br />city streets unless they arc going to or from a construction site within the city. Those <br />trucks from quarries on the east side of town are required to use El Ctmrro Road to 1-580. <br />Lonestar trucks arc allowed to use a short section of Stanley Boulevard to Valley Avenue <br />to Busch Road to get to El Charro Road. Lately there have been gravel trucks on city <br />streets because of the construction prqicct at Amador High School. <br /> <br /> Mr. Lum thcn explained that the LAVWMA pipeline project has been under <br />development for some time to repair the existing pipeline and provide some expansion of <br />capacity. The financing documents are nearing completion. The total costs of this <br />project are expected to be $198 million. The major hurdles at this point are the pcrmits <br />from the Fish and Wildlife Service as well as obtaining approvals from Alameda County <br />and the City San Leandro for locating the pipeline within those jurisdictions. Although <br />,here is minimal direct impact, the Fish and Wildlife Service has detem~incd this prqject <br />is growth inducing and has requested greater involvement in local land use decisions in <br />the Valley. Pleasanton has already indicated its willingness to participate in a regional <br />habitat conservation plan and it is hoped further meetings will bc held with the Service to <br />work through those issues. <br /> <br /> Mr. Fialho indicated other questions that were raised during the call-in show <br />concerned newsracks and the status of the assisted living facility at Junipero and Stmdl <br />Boulevard. <br /> <br /> Mr. Swirl explained that there are significant First Amendlncnt and other legal <br />issues involved in regulating the location ofnewsracks. The City has an ordinance <br />regulating newsracks in the downtown area, but the outlying areas are more of a problem <br />even though an agreement was entered into by the newspaper distributors.
