Kristi May, 5833 San Juan Way, believed there ~vas still too much square footage
lhr the buildings and was still concerned about traffic. PE Biosystoms seems like a great
company, but it is an extremely high growth company. It indicated it will have about
2,500 employees and traffic is already terrible at First and Sunol. She asked where the
company will go when it needs more space. She was concerned that if Council approves
960,000 square feet of building now, the company will come back to Council in the
thture and ask for a million or more. She was also concerned that the $400,000 offered
for a park will not be used for this neighborhood. She was also ar~happy about the
amount of parking. She urged Council to require decked or underground parking
facilities. In response toMs. Michelotti's questinn, she believed the pdint ofsal~lbr PE
Binsystems products would remain in thyward, which is the distribution site.

Ms. Dennis believed that 960,000 square feet was the maximum allowed for the
site.

Mr. Swil~ said that was true, however a property owner could ask for an increase
in the floor area ratio. Council has rarely approved such requests. He pointed out that
the design guidelines include authorization for the Planning Director to approve fewer
parking spaces thau required by City standards and cited other instances when that had
been done.

Diane Sass, 462 Hamilton Way, thanked Kaiser Aluminum fbr working with the
neighborhood and for bringing forward a buyer that will also coopemta with the
neighbors. She indicated she supported the project if PE Biosystems is the buyer. She
asked about hazardous materials testing for the site's groundwater and if that would
continue in the future.

Robert B. Burke, 24 Diablo Creek Place, Danville, representing Kaiser
Aluminum, indicated there is no groundwater on the site that is a drinking water aquifer.
He stated Kaiser had an agreexnent with the State of California to do quaaerly testing.
That has now changed to semi-annual testing until the State indicates testing is no longer
required. He believed that testing would continue for the next two years. He did not
believe PE Biosystems would be required to do any testing unless there was a spill of
some hazardous material and testing would be required at that time.

Ms. Ayala referred to conversations with PE Binsystems employees in Foster
City. which indicated to her that these scientists were very sensitive to water quality
issues and could be of assistance with Pleasanton's reverse osmosis issues.

Ms. Dennis also indicated that regulation of hazardous materials for sites like this
are sffictiy enforced and she could refer Ms. Sass to agencies for further information.

Ms. Sass favored limiting parking spaces on the site. She believed the
neighborhood supported the project bocause there would be a reduced number of
employees and she wanted to limit parking spaces to 2,600 to reassure the neighbors.

Pleasanton City Council 12 07/11/00
Minutes
