The <br />proposal to reduce parking does not come with a concomitant proposal to reduce traffic <br />mitigations. Kaiser is required to pay for and provide traffic based mitigations, on the <br />assumption that traffic will be as high as the City's model projects. This is a fast <br />changing business environment and he could not make a commitment at this time. It is <br />necessary to see how the business develops and he did not believe it was appropriate to <br />approve the project with a condition that PE Biosystems is the buyer of the property. A better option would be not to approve the project <br />until the sale is complete. Concerning parking~ the Planning Director has discretion with <br />regard to the number of spaces and that would be reviewed at the appropriate time. The <br />City standards were adopted because of past needs. If the concern is the number of <br />parking spaces, then the solution is to deal with the amount of square footage. <br /> <br /> Mayor Tarver believed there were a number of issues about the development, <br />traffic. noise, impacts of 1.1 million square feet ofdevuiopment, and the desire for a <br />single user.
