The roll call vote was as follows: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Councilmembers Ayala, Dennis, Michelotti and Vice Mayor Pico <br />None <br />Mayor Tarvet <br />None <br /> <br />MEETING OPEN TO THE PUBLIC <br />There were no speakers. <br /> <br />6, PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 6a <br />AVDroval of Alameda County 20-Year Transportation Expenditure Plan and <br />recommendation to the Board of Supervisors to place an extension of the half cent <br />sales tax on the November 2000 ballot (SR00:117) <br /> <br />Randall Lum presented the staff report. <br /> <br /> Christinc Monsen introduced members of the ACTA staff: Steve Castleberry, <br />Deputy Director: and Tess Quiota, Public Relations and Government Affairs Specialist. <br />She first noted that transportation continnes to be the number one issue throughout the <br />Bay Area and with many of the voters. The area is blessed with a very healthy economy <br />and continues to grow strong. This all means that there is more traffic. The State and <br />Federal funds available over the next 20 years are not adequate to address these concerns. <br />Agencies in the Tri-Vallcy have joined together and put together the Tri-Valley <br />Transportation Development Fee. This fee, however, even with the State and Federal <br />funds, still will not be enough to address all of the congestion, With the V~ cent sales tax <br />approved in 1986, to date 85% of the projects are complete, all with administrative costs <br />less than 1%. The measure limits administrative staff costs to no more than 4%. The <br />pronfise made to the voters has been delivered, with 43 completed construction projects <br />including the route 13/24 freeway interchange in Oakland; the 1-880 high occupancy <br />vehicle lanes along the Nimitz; the Dublin/Pleasm~ton BART extension (partially funded <br />by the sales tax); the Isabel Road improvements; improvements at the Airway <br />Interchange on 1-580; and the 1-580/I-680 interchange project, <br /> <br /> Because of those investments, 10,000 people now sham a ride in the car pool <br />lanes along the 1-880 corridor and 5,000 people use the first BART station in the Tri- <br />Valley area. Because of the IA cent sales tax, one-half of the potholes throughout the <br />entire Alameda County are filled. It means that 6.6 million people are able to ride transit <br />each year because of these funds. Becanse of the V2 cent sales tax, 8,000 seniors and <br />people with disabilities are able to take 150,000 lrips each year.
