because of the V2 cent sales tax, it means $10.5 million lbr local strects mid roads, the <br />Airway Intemhange, the Isabel Road extension. the 1-580/I-680 project and the BART <br />station. Specifically in Pleasanton, it means $4 million fur local transportation <br />improvements and $32,000 per year for para-transit services, or 9% of Pleasanton's para- <br />transit budget. <br /> <br /> Measure B will expire on March 31, 2002. This was the promise made to the <br />voters in 1986 the tax would be collected lbr 15 years. l'hat means the local <br />transportation funding will be reduced by approximately 50%, transit and para-transit <br />services will need m be cut, and the local choices that are now enjoyed will diminish. <br />Competition for the other funding sources will be much fiarcer. To continue a special <br />tax, 2/3 voter support is required. What we are presenting tonight is a 20-year expenditure <br />plan. By going from a 15-year plan to a 20-year plan, additional programs and additional <br />projects are being incorporated that were not incorporated in the 1986 plan. They will be <br />able to increase the funding for local transportation, increase the transit operations <br />funding for both LAVTA and ACE and significantly increase the funds for para-transit <br />set-eices. People who live in other parts of Alameda County do not enjoy this invcslment <br />and additional funds were added so that people can travel throughout Alameda County. <br />This plm~ is a very balanced plan and invests one-half of the funds in transit. recognizing <br />that we cannot build our way out of the problems that we have. People are going to have <br />to shift modes and ride transit tbr more of their trips. The other half is invested in all of <br />the other modes: highways, roads and other projects. <br /> <br /> Dennis Fay, Executive Director of the Alameda County Congestion Management <br />Agency, stated half of the funds will go to improve conditions ~vhere they are less than <br />adequate and to expand the options available to residents and businesses. It addresses <br />every congestion corridor throughout Alameda Cotrely and is supported by many of the <br />opponents to the 1998 measure. All of the modes of transportation are addressed and <br />there is really more for cities, more for transit and more for para-transit services. There is <br />more accountability. There is a watchdog committee which will have 17 members, one <br />representative will be from the Taxpayers Association. the League of Woman Voters and <br />the Pana-Transit Advisory Board. A new board will be set up to adntinister these revenue <br />so that they don't ntix the current revenue stream ~vith the future revenue stream. <br />Something that has been learned l~om the current plan is that every project needs to have <br />a deadline because everyone operates better trader deadlines. Every single capital project <br />in the plan has a deadline to secure additional fimds, if it needs additional funds, and to <br />get through the environmental process. This is to assure the projects are delivered in a <br />very timely fashion. It is a balanced plan between local projects, transit and other modes, <br />with a significant invcsUncnt - 40% of the funds - going to capital projects throughout <br />the region. Specifically in the T~-Valley, what that means is almost $30 million to the <br />Tri-Valley communities in Alameda Comity. it means $300,000 to $500,000 each year <br />for pedestrian, bicycle and sidewalk facilities. It means almost $40 million fur transit <br />operations. k means $3 million for para-transit services and key capital projects. This <br />plan was not developed in a vacuum. It is expected to receive State and Federal fimds. <br />The Tri-Valley Transportation Development Fee program has a list of projects.
