Jack Hovingh, 4250 Muirwood Drive, referred to the November election and <br />indicated his desire to see good candidates come forth. He believed a good candidate was <br />someone with a desire to serve the public, displays ethical behavior and has courage to <br />make decisions based on what is right, not what is popular. He urged candidates to <br />exercise control of their cmnpaign committees to ensure an ethical campaign as well. Hc <br />also expressed concern that incumbent candidates not have an unfair advantage over <br />other candidates by television appearances. He also expressed his opinion on the eight <br />year term limit now in place. <br /> <br />6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 6a <br />Potential susnension of the Hanl}v Valley Golf Course Proiect. (SR 00:133) <br /> <br />Randall A. Lum presented the staff report. <br /> <br /> City Manager Deborah Acosta expressed the diffietthy on this issue for staff to <br />recommend the suspension, and that it simply means that the project will be put "on <br />hold," until someone comes forward to assist with the ftmding required to finish the <br />permitting process. Ihe City would like to see this project become a reality. Significant <br />time, etlbrt and money have been invested from all aspects of the community. The City <br />will continue to talk and explore potential solutions in an effort to proceed. Given where <br />the City is at the present time with the permitting process, the $2.3 million already <br />invested, and out of respect for the public's investmenl of dollars, the project needs to be <br />put "on hold." <br /> <br /> Ms. Michelotti asked Mr. Lum for a breakdown of the problems in getting <br />through the permitting process, and asked how much has been spent up to this point. <br /> <br /> Mr. Lum responded by saying that the estimates (not counting City staff time) for <br />consultant time and other out of pocket expenses totals about $850,000 for permit related <br />activities. <br /> <br /> Ms. Michelotti pointed out that looking at the Stall' Report and the cost for legal <br />fees. pem~it process/management and technical support is significant as far as the total <br />mount required. <br /> <br /> Ms. Ayala asked how about the high dollar amount estimation to get through the <br />permitting agencies. <br /> <br /> Mr. Lum replied that it would be $200,000 to $500,000, but until the City gets <br />back with the agencies and meets with them and go through the issues one more time, it <br />is still just an estimate. <br /> <br />Plcasanton City Council 5 06/06/00 <br />Minutes <br /> <br /> <br />
