Dennis, Michelotti, Pico and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6b <br />Referral from the Downtown Specific Plan Committee Recluestin~ Preparation of a <br />"Retail Only" Ordinance Pertaininl~ to Uses on the First Floor of Main Street and <br />Certain Side Streets (SR00:124) <br /> <br /> Councilmembers Michclotti and Pico had conflicts of interest and abstained on <br />this item. <br /> <br />B~an Swift presented the staff report. <br /> <br /> Pamela Hardy Alperr, Clmirperson of the Downtown Specific Plan Committee, <br />1847 Ham~s Drive, reported on the work of the Committee. The Committee supports <br />option one presented in the staffmpott. <br /> <br /> Craig Scharton, 830 Main Street, Executive Director fur the Pleasanton <br />Downtown Association, reported that the Association does support the study of the <br />ordinance. Retail can create more foot traffic and this is one measure of a successful <br />downtown. Retail is more likely to stay open evenings and weekends, thereby creating a <br />higher degree of safety. Feedback from the public indicates that it wants more to do <br />downtown in the evening such as shops, entertainment, and other am'actions. The intent <br />of an ordinance should be to strengthen the vibrancy of downtown and the economy, <br />which will help to weather future economic storms. <br /> <br /> Michael Brown, 4472 Bo~von Street, talked about driving business out of town, <br />and retail business supporting service business. He feels that service business brings <br />retail business downtown and repeatedly creates foot traffic. <br /> <br /> Jan Batcheller, 164 Main Street, Suite C, is a co-fmmder of the Downtown <br />Association. She felt that retail should be encouraged, but there are some existing <br />buildings that do not encourage retail usage. She felt that the economy should dictate <br />what retail exists and an ordinance would limit the flexibility of landlords when the <br />economy fluctuates. She felt this was another example of micromanagment. <br /> <br /> Jack Hovingh, 4250 Muirwood Drive, ~vas a member of the Planning Commission <br />when this issued arose previously.
