certainty of being caught was more a deterrent than the anmunt of the fine. However, she
did agree with restmcturing the fines for a dog that has attacked.

Mr. Pico felt there was a need for morn or bigger parks to allow people to let their
dogs off leash. Even though Muirwood Park exists, there are people who do not want to
take their dogs across town to exercise them. The fact that there are a number of people
who let their dogs run flee demonstrates the need for facilities that would allow them to
be legal and allow the animals to get the exercise they need. Some large animals cannot
get proper exemise on a leash. He agreed more emphasis needs to be given to
enforcement.

Ms. Michelotti supported stronger enforcement and a higher fine. She felt more
education would be very useful. She thanked Ms. Anderson for coming to the meeting
and presenting her comments.

ChiefNeal indicated enforcement would be increased along with beRer tracking
of warnings and citations.

Mr. Welsh asked if the city had regulations regarding owners who did not clean
up aficr their dogs.

Mr. Ficken said there was a law, however he indicated in order to cite a dog
owner, the action had to be witnessed. He said any individual had the right to issue a
citizen' s administrative citation and explained the process.

No action was required or taken on this item.

7. MATTERS INITIATED BY COUNCIL

Mr. Pico requested Council to address the issue of the train cars and try to get an
agreement with the Pacific Locomotive Association to assme responsibility for the
maintenance of the rail cars. They are symbolic of Pleasanton's history and he felt it was
appropriate to keep them at the old train station. He did not support the action staff has
taken and he would like to explore other options on a thmre agenda.

Ms. Dennis asked who owned the cars and was told that Ed Churka owned them.
She thought it was Mr. Churka's responsibility to find someone else to take responsibility
for the cars. He has tried to do something with them for years and for various reasons has
not been successful. She would support allowing someone else to take over this project
but did not believe that Mr. Churka was capable of taking care of these cars. She did not
lbcl it was the City's responsibility to find another entity to care for the cars.

Ms. Acosta indicated she could contact the Pacific Locomotive Association and
Mr. Churka to see if an agreement could be reached. Staff could define the parameters.

Pleasanton City Council 19 05/16/00
Minutes
