referred to the staff report and expressed his doubts about the emphasis on voluntary <br />compliance. He believed what really makes people respect the law is to have stiffer <br />fines. Hc did not believe that $100 was much of a free for the residents of this area. He <br />indicated he has called the police department eight times about dogs and has never <br />received a response. He asked if volunteers could be enlisted to enforce the law and he <br />wot~d make himself available. <br /> <br /> Jeri Anderson, 3739 Oak Brook Cotat, said she did not think it was the city's <br />responsibility to educate dog owners. People should know the laws before they get a <br />dog. When her dog was destroyed al~er it was attacked in a park, she called the police <br />deparmaent to make a report. A community service officer came to her home and did not <br />know how to fill out a report on a dog. Ms. Anderson was very disappointed with her <br />treatment by the city. She felt before the city flies to educate dog owners, it should <br />educate its own employees. Shedidnotthinkafmeof$100wasenoughandifthelaws <br />are not enfomed, then she feels like a victim again. She is concerned this will continue to <br />be a problem. <br /> <br /> Ms. Dennis inquired about the viability of the suggestion to have citizen <br />volunteers to enforce the leash law. <br /> <br /> Chief Neat said it can be done and there are a few communities who enforce <br />parking violations and similar issues. He indicated that whenever a person's animals or <br />children are involved, it strikes an emotional chord which sometimes results in anger. He <br />was concerned that ifa citizen confronted a person in a park it may result in anger and <br />could put that person in jeopardy. Any police officer can cite a dog owner, not just <br />animal control. The incident involving the poodle has raised the awareness of all of his <br />staff. Ite apologized for the CSO officer who saw Ms. Anderson and explained that she <br />was a new employee. <br /> <br /> Mayor Tarver related an incident involving his daughter's dog and how it <br />unexpectedly reacted violently to a person in a uniform. He reflected on the concept of <br />what it really means to pay attention to the law and the enforcement of those laws by <br />officers. He believed more enforcement was necessary by the police department. <br /> <br /> Chief Neat indicated there had not been a way to keep track of individuals that <br />have been repeatedly warned. He felt that could have contributgd Io some complacency. <br />Technology is now assigned to the animal control officer to keep track of those <br />individuals who had previously received a waming. He also stated that if an animal has <br />been identified as vicious because nfan attack on another animal, the free structure could <br />be raised beyond $500. <br /> <br /> Ms. Dennis conunented about increasing the fines. She was concerned that if the <br />fine for tbe first offense was large, there would be more warnings issued or appeals of the <br />fine. She i~lt $100 fine was sufficient after a waming so long as enfomement is <br />consistent and the warning clearly stated the amount of the fine if sited.
