Mayor Tarver agreed with Mr. Pico and he wanted to hear from the eommtmity
on whether there was interest in keeping the cars there. Maybe no one cares about them
and the owner of the old train station should be allowed to dispose of the ears.

Ms. Michelotti pointed out the owner of the train station does not own the cars
and does not have control of the transportation corridor. It is a different situation now.
At the time the cars were placed in their current location Mr. Churka owned the train
station. She agreed with Ms. Dennis regarding the fact that it is Mr. Churka's
responsibility to resolve the situation.

Ms. Dennis felt the probIem was that no one is taking responsibility for the ears
and the City is faced with outstanding Code violations. which it is responsible for
enlbrcing.

Ms. Ayaia supported having Ms. Acosta try to obtain an agreement so long as
there is a specific timeline. She felt there might be a group willing to take on the project.

Mayor Tarver indicated there is a deadline of June 30 for the cars to be removed.

Mr. Pieo encouraged trying to find a group to do a community project to
rehabilitate these cars, perhaps Eagle Scouts or other group. He wanted to preserve the
heritage of the railroad system.

Ms. Acosta believed the traderlying issue is who will ultimately be continuously
responsible for the cars.

Mr. Pico then referred to the City response to the draft ELR on the North
Livemore Specific Plan. He wanted a request to be made for a hearing in Pleasanton on
this subject. The Specific Plan will have dramatic impacts on Pleasanton and since staff
is not presenting an analysis of the initiatives, he felt it was appropriate to have public
comments on the EIR.

Ms. Michelotti wanted to separate the issues of comments from the City and a
public hearing.

iV[r. Pico explained that normally the Cit3, issues a letter or some statement
approved by the City Council.

Ms. Acosta indicated this issue will be on the June 6 City Council agenda.

Mr. Bloom said the deadline for co~ranents was June 5.

Mr. Pico suggested that staff ask for an extension of time for comments.

Mr. Roush indicated it is discretionary for the County to extend the deadline.

Pleasanton City Council 20 05/16/00
Minutos
