The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Miehelotti, Pieo, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6g <br />Review of Animal Services Enforcement Issues <br />(IR 00:020) <br /> <br />Police Chief Tim Neat presented the report. <br /> <br /> Ms, Dennis asked if the ordinmnce addressed the issue of control vs. on leash. It is <br />possible for a person not to have conlxol of an animal even if it is on a leash. <br /> <br /> Mr. Fieken said that was reflected in enforcement of the ordinance. Ira person is <br />not in control of the dog, then even if a dog is on a leash the owner could be cited. <br /> <br />Ms. Dennis asked if mandatory dog training coald be required. <br /> <br /> Chief Neat indicated the Administrative Heating Officer has the latitude to <br />require dog training. There are independent dog training facilities, but nothing formally <br />provided by the City. <br /> <br /> Bob Welsh, 4558 Mohr Avenue, indicated there are a tot of dog owners and <br />joggers in Pleasanton and he is both. He described an incident when he was bitten as he <br />was jogging. The dog was on a leash but was not controlled. There was another incident <br />when he was walking his dogs and another dog, which was not on a leash, ran out to <br />attack his dogs. He told the owner about the leash law and was told in tam to mind his <br />own business. He related a Ibw other incidents and indicated what concems him the most <br />is the attitude of the owners. He asked whether there were enough animal control officers <br />and whether the fine was enough to deter people ~'om violating the law. <br /> <br /> Chief Neal indicated a second animal control officer and van will be added so <br />there will be more complete staffing and hours of coverage. In addition, more emphasis <br />is being placed on public education beginning in the elementary schools. He believes the <br />compliance rate will improve. <br /> <br /> Ms. Michelot~ pointed out the great article on animal ownership in the cutrent <br />activities guide for the City of Pleasanton. <br /> <br /> Rob Gwynne, 7885 Paseo Santa Cruz, indicated he lives near the sports park and <br />frequently sees people with dogs off leash. He has spoken to at least 26 people about the <br />leash law and only one complied. The remainder were rode and ignored the warning.
