drivers of the presence of pedestrians or some kind of button to trigger an all-way stop of <br />traffic could be installed. <br /> <br /> Mayor Tarver agreed it is very difficult to walk across First Street or turn lel~ at <br />this intersection and believed the only solution was installation of a traffic signal. He <br />believed staff could properly time the signal to allow traffic to flow smoothly and still <br />give people time to cross the street. He also thought there would be more cars on Spring <br />Street if this signal were installed and that would help traffic downtown. <br /> <br /> Mr. van Gelder felt thai the suggestions of Ms. Dennis could work here, however <br />he was concerned the pedestrians would have a false sense of safety. If the principal <br />concern is for pedestrian safety, the best option is full signalization of the intersection. <br /> <br /> Mr. Pico asked for a microsimulation to demonstrate the efti:ct of a traffic signal <br />and to show how far traffic would be backed up. He believed that ifa signal were timed <br />long enough to allow an elderly person to cross the street, it could create a long delay. <br /> <br /> Mr. van Gelder suggested that some of the current delays on First Street have <br />bccn crcatcd because of the construction on the First Street bridge. Once that <br />construction is complete and the road is widened, the Irafire will move through the area <br />bet~r. He also thought that traffic will move better through the area even if a new signal <br />is installed at Kottinger. <br /> <br />Ms. Michelotti asked when a signal could be installed. <br /> <br /> Mr. van Gelder indicated if Council gives direction to staff, staff could move the <br />installation fbrward on the capital improvement program. <br /> <br /> Ms. Dennis realized it could take a while to install a traffic signal and asked if a <br />pedestrian button could be established in the interim. She also cited problems at other <br />locations such as Valley Avenue (near the Middle School) and at the top of Bemal <br />Avenue. <br /> <br />Mr. van Gelder said in order to have a button, a traffic light has to be in place. <br /> <br /> Ms. Acosta reminded Council that it will review the mid-term capital <br />improvement prolgam on June 6 and June 20. <br /> <br /> Dorene Paradiso, 3168 Paseo Granada, supported installation of a traffic signal. <br />The average age of citizens living at Pleasanton Gardens is 80. Many are unable to walk <br />all the way to Vineyard Avenue to cross First Street. One lady who had tried to quickly <br />cross al Kottinger, fell and broke her hip. Ms. Paradiso indicated this signal is needed <br />very much. <br /> <br /> Cayce DeBose, 251 Kottinger Drive # 16, expressed her concern about the safety <br />of seniors crossing at this intersection and asked Council for its assistance. <br /> <br />Pleasanton City Council 13 05/16/00 <br />Minutes <br /> <br /> <br />
