Jack Dove, 5250 Case Avenue, ~/I I 0, former member of the golf coarse <br />committee, believed that the assumption was always that there would be two golf <br />courses, one in Happy Valley and one on the San Francisco property. There is now a risk <br />that the City will not have ally golf courses. He suggested that Council put the Specific <br />Plan for the San Francisco property on the ballot in November to see what the citizens <br />would support in order to get a golf course on that property. <br /> <br /> Steve Bloom, 1517 East 17th Street, Oakland, representing the Sierra Club, <br />believed that the Vision 2010 plan was based on the General Plan build out for the area. <br />He felt if build out occurred as planned, it would be a disaster. The General Plans that <br />were adopted did not have any emphasis placed on endangered species. He conceded <br />that there was little knowledge at that time about the various species and how endangered <br />they were becoming. He believed the North Livermore Specific Plan would have a major <br />impact on the area and would have critical effects on habitats in the North Livemore <br />area. He also felt the Happy Valley golf course will be one of the last major projects to <br />be allowed on open space in this valley. He believed that the actions of the U.S. Fish and <br />Wildlife Service were driven by lawsuits filed by environmental groups. Even if it <br />wanted to allow some development, there are others that would not. He stated that over <br />the eons there have been periodic die-offs of species. He believed it was happening again <br />now because of the actions of man. Thousands of species are lost around the world every <br />year. <br /> <br /> Ms. Dennis asked if the Fish and Wildlife Service had responded to the North <br />Livemore Specific Plan EIR or indicated in any way that it would not allow the project <br />to be built? <br /> <br /> Mr. Bloom indicated the fcdcral agency did not need to respond to the EIR and <br />the Endangered Species Act does not recognize the California Environmental Quality Act <br />(CEQA). <br /> <br />There being no fiather discussion, the matter was continued to June 6, 2000. <br /> <br />There was a break at 9:00 p.m. <br /> <br />The meeting reconvened at 9:10 p.m. <br /> <br />Item 6d <br />Review of the Need fur a Traffic Signal at First Street and Kottin~er Drive.. <br />(SR 00:137) <br /> <br />Bill van Gelder presented the staff report. <br /> <br /> Ms. Dennis indicated she has seen several near accidents at this location and <br />suggested installation of complete signalization might be avoided if a beacon to alert <br /> <br />Pleasanton City Council 12 05/16/00 <br />Minutes <br /> <br /> <br />
