He wanted to know the status of the bypass road and <br />where the pump station would be located. He believed there had been an agreement to <br />put it on Alisal near Happy Valley and the staff report seems to imply the location is now <br />unknown. He also asked why studies had not been done and the environmental permits <br />obtained befure the project started. <br /> <br /> Mr. Lum explained the bypass road was still part of the Specific Plan, but if there <br />is no development for the area, there will not be a road or pump station. <br /> <br /> Mayor Tarver indicated this hearing is to determine whether to continue with the <br />golf course project. Without it there will not be an annexation vote. He also stated that <br />the environmental permits cannot be applied for until there is a project to be reviewed. it <br />is a long process. <br /> <br /> Mr, Cook wanted to know how his tax structure would be affected after <br />annexation and inquired about the costs/br sewer and water infrastructure. <br /> <br /> Mayor Tarver again stated the topic of discussion is whether to continue with the <br />golf course project. Without the golf course, all of Mr. Cook's concerns are moot. <br /> <br /> Roger Manning, 4725 First Street, #150, indicated everyone wants to see a golf <br />course on this site and the only exception seems to be one environmental agency. The <br />golf course committee selected this as the best location out of six possible choices. He <br />did not feel it made sense for the City to quit before the process has been completed. He <br />presented two proposals. Mr. Manning indicated that Fred Bates of New Cities <br />Development is willing to advance the funds to finaiize the environmentel process and to <br />assist in that process. IIe would like a thrue party management team to manage the funds. <br />In exchange, he wants a release for his 40 lot project to proceed prior to the golf course. <br />Ilis project was conditioned not to proceed until the golf course is approved. Developers <br />live with risks every day and manage it. The golf course permits are only one phase and <br />the next step is atmcxation. What if the neighborhood votes against annexation. Is there <br />a plan FI? What if the course construction is over budget? Counell needs to look at the <br />big picture. He believed the option by Mr. Bates takes risk away, The second option <br />proposes that the land owners and developers meet with the golf course committee to <br />explore not only what the cnviromncaral needs are, but what environmental issues there <br />are, construction plans and budget and operating format of other courses in the vicinity. <br />The owners and developers will work to get the golf course approved and built if the <br />process is set up in the proper way.
