This problem is not unique to this area according to the consultant. Steps are being taken <br />to prevent this happening again. Two new lagoons are coming on line and a <br />comprehensive review will be done of the site. The lagoons were built because they cost <br />about 20% of the alternative solids treatment. Most agencies pay well over a million <br />dollars a year to run solids treatment facilities. However the environmental costs and the <br />nuisance created when there is a problem has prompted DSRSD to seek different <br />alternatives. <br /> <br /> Ms. Dennis indicated most sanitary districts do not have lagoons. She referred to <br />one that has a dewatering mechanism that is successful. She asked what would be done <br />with the biosolids. <br /> <br /> Mr. Fowler said they would be hauled to a land fill in Novato. He said the <br />mechanical dewatering and transportation costs are what drive the costs up. <br /> <br />Ms. Ayala asked if the two new lagoons were for future growth. <br /> <br />Mr. Fowler said yes. <br /> <br /> Mr. Pico asked what attempts were made to get this information to residents and <br />businesses near the treatment plant. <br /> <br /> Mr. Fowler said a public relations firm prepared a letter and distributed it through <br />the Val Vista neighborhood and the business parks around Owens Drive. <br /> <br /> Linda Adams, 159 Ray Street, complained of traffic and speeding on Ray Street <br />and related recent accidents. She wanted Ray Street to be a one way street and to have <br />speed bumps installed. She then referred to the railroad easement between the PacBell <br />building and Bob's Big Burgers, which has turned into a dump. She asked why there has <br />been no notice to the neighbors. <br /> <br /> Mayor Tarver indicated the matter would be referred to staff and the County <br />would be contacted for clean up of the fight of way. He asked if she had talked to her <br />neighbors about traffic calming alternatives. He suggested she get a petition signed by <br />the residents on Ray indicating they want some traffic calming. <br /> <br /> Ms. Acosta said someone from the Traffic Department would get in touch with <br />Ms. Adnms. <br /> <br /> Ms. Michelotti asked if there was a red zone on either side of the driveway of the <br />Adobe Plaza. Visibility is a problem leaving the driveway. <br /> <br />Ms. Adams said there is a red zone. <br /> <br /> Ed Charka, 507 St. John Street, said that if the Pleasanton Locomotive <br />Association were taking care of the property it would not be a mess.
