Linda Powers, 3164 Joanne Cimle, complained of noise from the recent Little
League pancake breakfast at the Pleasanton Sports Park. She also expressed concerns
regarding the conversion of an equipment storage shed to use as a snack bar. She did not
feel staff had addressed her concems and appealed to Council to protect the interests of
nearby residents. She volunteered to contact the parents of the Leagues to encourage
them to move the snack bar and suggested another location.

James W. Wolfe indicated two years ago several fields were exchanged between
the leagues to provide a fair access to the parking lots. When the fields were switched
there was discussion about the need for the snack bars. It was decided that the American
League would use the existing Foothill snack bar for storage in exchange for Foothill
taking a storage area and using that for a snack bar.

Mayor Tarver asked who paid for the original snack bar.

Mr. Wolfe said they were built by the Leagues. There are a couple of snack bars
located near City provided restrooms. But there are no plans to make those kinds of
improvements near the new snack bar. He suggested Council direct staff to refer this
issue to the Parks and Recreation Commission for review and recommendation.

Ms. Ayala felt that was appropriate.

Nell Nelson, 8088 Bethel Lane, stated this was the one year anniversary of his
potential lawsuit against the city. He indicated he supported the regional habitat plan and
was pleased Council supported it as well. He found hamor in a recent newspaper article.
This community is host to certain species which are protected by laws. Because of the
City's difficulties in obtaining permits for the proposed golf course, Mayor Tarver was
quoted in the newspaper as saying he was fed up with the whole process, of how much
money had been put into the golf course. The newspaper then stated Mayor Tarver felt
that govemment agencies were being singled out by the permitting agencies in an effort
for the permitting agencies to gain what they want. Mr. Nelson was amazed Mayor
Tarver is still trying to create the environment he wants while trampling the rights of
current residents. He found humor in the fact that Mayor Tarver felt it was okay to deny
his right to a shade of beige on his home and now Mayor Tarver is complaining the City
can't get a permit for the golf course because of other agencies upholding the law.

Bob Wemer, 4103 Graham Street, described the work of the Shriners and the
Children's Hospital. He announced the screening clinic for the new hospital in
Sacramento. These clinics are not just for children with financial needs, but also for
those with problems with insurance companies. He asked Council to spread the word
about the clinic and the desire for referrals of children with a need.

Rob Fowler, Dublin San Ramon Services District, presented an update on the
steps being taken to resolve the odor problem at the sludge lagoons. There has been an
improvement in the situation but odors are still present. DSRSD just received the
enzyme product from Seattle and that will be mixed into the ponds for further mediation.

Pleasanton City Council 4 04/04/00
Minutes
