Mr. Pico did not want housing on this site and felt the General Plan designation
was appropriate. If the owner of the property wanted to contribute additional funds for
aftbrdabte housing in other parts of the City~ it would great.

Ms. Ayala also agreed affordable housing was not appropriate for this site.

A substitute motion was made by Ms. Dennis, seconded by Ms. Michelotti, to
approve a Negative Declaration and to approve staff recommendations with the
following modifications: traffic improvements should be done all at once; visual
studies should be done for whatever application comes forward and that those be
done to address community concerns about particular viewsheds; encourage
structured parking where it can be visually mitigated in order to preserve open
space; add a benchmark to the transportation systems management program so that
if an intersection approaches an unacceptable level of service that the
tenant/employer address an intensified traffic management program for the site;
that there be no building around the lake; accept the offer of an amount equal to the
affordable housing fee to be programmed by the City for either a park within the
neighborhood impacted by the project or for affordable housing elsewhere.

Ms. Ayala asked Mr. Pico how he arrived at the figure of 750,000 square feet

Mr. Pico said it was by pushing the setbacks in and reducing the height of several
of the buildings.

Ms. Michelotti said this project had the same FAR as other business parks and she
needed more mason other than reduction of some traffic to reduce the square footage to
750,000 sq. ft.

The roll call vote on the substitute motion was as follows:
AYES: Councilmembers - Dennis and Michelotti
NOES: Councilmembers - Ayala, Pico, and Mayor Tarver
ABSENT: None
ABSTAIN: None

The roll call vote on the original motion was as follows:
AYES: Councilmember Pico and Mayor Tarver
NOES: Councilmembers Ayala, Dennis, and Michelotti
ABSENT: None
ABSTAIN: None

Pleasanton City Council 21
Minutes

03/21/00
