Ms. Michelotti believed what is needed is a continuance to allow something to be
worked out. She did not think Council could require 26 acres out of 80 acres to be
dedicated to the City without having a lot more discussion. She did not think it was
appropriate to tell someone that before they build their house they have to give a third of
their property to their neighbor.

Ms. Dennis did not think that the requests for a neighborhood park included
having the City' s tax dollars used to maintain the landscaping for a corporate campus.
She believed people wanted a park in their neighborhood, not on the other side of a busy
street like Sunol Boulevard.

Mr. Pico disagreed and felt people would love the lake with a children's
playground nearby.

Mayor Tarver believed there needs to be more discussion. What was outlined by
Mr. Pico has a lot of merit and could be the foundation for that discussion. He wanted
the same basic land use but a smaller project and a review of the issues that have been
raised.

Ms. Michelotti said the current FAR is 31.7% and asked what the FAR for the
Bernal Corporate Park was.

Mr. Swift said almost all the business parks on a gross basis are the same as the
Kaiser proposal and are at the mid-point of the General Plan.

Mayor Tarver asked how many employees were at the Bemal Center.

Mr. Swift did not know.

Ms. Ayala asked why there is no single user applicant.

Ms. Dennis explained that when a single user becomes involved, it takes a long
time to go through the process and most of the time a business has a shorter timeline than
is required for the City process. That is why Acutron did not continue its application. If
there are guidelines adopted, it is easier to get a single user and expedites the application.
That is what was done in Hacienda Business Park.

Ms. Michelotti felt Council could require Council review as well as Design
Review by the Planning Commission.

Mayor Tarver wanted to find a way to redraft the proposal to reflect what he and
the neighbors would like to see on this project site.

Ms. Michelotti wanted to resolve the question of affordable housing on this site.

Pleasanton City Council 20 03/21/00
Minutes
