Ms. Dennis referred to a previous remark about a traffic accident and deaths of
kids on Bernal Avenue. She asked staff to clarify.

Mr. Roush said there was an accident on Bernal at Puerta Villarta about three
years ago and an adult bicyclist was killed on a Sunday evening. There were many
extenuating circumstances, but the accident was not attributed to heavy traffic.

Mr. Ayala inquired about an ACE train station on or near this site.

Mr. Swift said the ACE train tracks do not go along this property. The best
location for a station is in a place that has access to other surface transportation. He cited
various potential sites.

Mr. Pico appreciated the number of people who came to the meeting to talk about
this project and indicated it was helpful to him. He wanted all the open space dedicated
to the City as a public park and felt a user for the campus should be found that is willing
to share the area. A park is needed in this area of town and he felt this would be a great
park. He supported the campus concept but believed the size should be reduced to
750,000 square feet, there should be a 100 foot minimum buffer from Sunol to the
parking lots, and there should be a 300 foot setback from Sunol to the nearest building.
He also wanted the project to provide a footbridge that crosses the canals and the railroad
tracks to allow children to get to the school on the San Francisco property. He also
strongly objected to any buildings around the lake. He felt there could be a workable
project, if the traffic on Sunol were reduced and a community amenity provided that
would allow the neighbors to embrace the project rather than reject it.

It was moved by Mr. Pico, seconded by Mayor Tarver, to deny the
application.

Mayor Tarver commented he agreed with most of Mr. Pico's remarks but referred
the matter back to the community most affected by the development to become involved
in working out the plan, the square footage, amenities, etc.

Ms. Ayala disagreed with allowing the neighborhood to plan the area, whether it
is this project or a single house addition. She does have difficulty with some parts ofthe
pending application, but would prefer to work these details out with Council and the
developer.

Mr. Pico would be willing to approve the project with modifications that reflect
his comments about setbacks, park dedication and a reduction of square footage.

Mayor Tarver could not support that even though he did agree with his comments.
He much preferred a process that allowed dialogue and creativity 'knowing what the
Council and neighborhood comments have been.

Pleasanton City Council 19 03/21/00
Minutes
