Ms. Dennis asked if the road would be resurfaced as part of the overall <br />improvements, because she had heard that some sound levels could be diminished by <br />improving the surface of the road. <br /> <br /> Mr. Swift said it depends on the condition of the road. The double left tum lane <br />will use the existing southbound lanes, so all of the southbound lanes will be new paving. <br />The existing northbound lanes are in better condition than the existing southbound lanes <br />because of the truck traffic. <br /> <br />Ms. Dennis asked if a visual analysis was required liar the project. <br /> <br />Mr. DeCredico said that analysis was not done because there is no actual project. <br /> <br /> Mr. Swift indicated the renderings were fairly accurate in terms of depicting <br />views from Sunol Boulevard. Most landscape berms in Pleasanton are 33 feet wide, <br />however along Hopyard Road they are 50-75 feet. The area along Sunol for this project <br />is 50 feet of berm and would be screened by landscaping. <br /> <br /> Ms. Ayala asked about the request of Planning Commissioner Maas for a <br />computer generated visual from 680 and whether that is really necessary. <br /> <br /> Mr. Swift said there are no buildings currently proposed so it is a problem doing a <br />visual. It is possible to add the requirement for a visual simulation once there is a firm <br />proposal and Council can be specific what view it would like to see. <br /> <br /> Ms. Ayala asked what good that would do if the guidelines had already been <br />adopted. Does Council have any discretion at that point? <br /> <br /> Mr. Swift said it did and could, for example, specify how many stories it preferred <br />for the buildings. These guidelines only set maximums, they do not specify what the <br />design review will be in terms of reviewing the buildings. <br /> <br /> Mayor Tarver did not support the appeal based on the jobs/housing imbalance. <br />There are two ways to fix that: building more houses or reduce the jobs. What is <br />presented here is a tremendous number of jobs being added. The residents have <br />complained of noise, expanses of asphalt, visual problems, traffic problems, appearance <br />problems, and too much square footage. They do not object to the campus environment, <br />there is just too much of it. He agreed. He preferred to have an actual applicant before <br />Council so it will know how many buildings, how many employees, etc. This is a <br />process to get entitlements so the property is worth more and he wanted to stop doing <br />that. He preferred talking about what is good for the City discussed at the same time as <br />an application instead of piecemeal approvals.
