Ms. Ayala asked how many entrances. <br /> <br />Mr. Swift said three, one from Bernal Avenue and two from Valley Avenue. <br /> <br />Ms. Ayala said Kaiser has only two. <br /> <br /> Mr. Swift said consideration should be given to maintaining the levels of service <br />at the intersections and the ability to maintain the General Plan with regard to access to <br />the property. The traffic model distributes all of the Pleasanton traffic to Pleasanton <br />without going to the freeway and distributes all the Livermore traffic down First Street. <br />Over 40% of the peak hour trips head towards Pleasanton rather than the freeway in the <br />current traffic study. In terms of access to the site, the double left turn pockets are there <br />because of the intensity of the use and the desire to insure that the intersections operate at <br />a satisfactory level of service when traffic is attempting to enter the site in the morning <br />and still allow traffic to flow south without problems. At Arlington, the key was the <br />stacking of vehicles. There will be another intersection to the residential project yet to be <br />developed between Rosepointe and the freeway that limits the mnount of space for <br />stacking traffic, which is why two lanes are needed. <br /> <br /> Ms. Ayala asked if access to this one million square feet would be the same as the <br />Bernal Corporate Center with one less entrance. <br /> <br /> Mr. Swift said the cars will be able to get to this site and back off again as easily <br />as those going to the Bernal Corporate Center. <br /> <br /> Mr. Korve said he has done projects of this size for more than thirty years and he <br />was extremely confident that the traffic will work as projected. He said the Firemen's <br />Fund headquarters in Novato is the same size, same number of parking spaces, same <br />amount of access and works very well. The principles incorporated into this design are <br />based upon decades of experience and he believed this plan will work. He assured <br />Council that the numbers were accurate, the distribution is valid, the results are correct <br />and the mitigations are appropriate. <br /> <br /> Ms. Ayala referred to conditions of approval for phasing of the project in response <br />to changes in the levels of service and asked if that was included for this project. <br /> <br /> Mr. Swift said no, but that could be added. Staff believed this project would be <br />built in a single phase. If a longer time phase were to be needed such as that lbr <br />Hacienda Business Park, which is twelve million square feet, then it would be appropriate <br />to add the condition. This project is only one million square feet. <br /> <br /> Ms. Dennis asked ifa condition could be attached requiring participation in the <br />trip reduction program. <br /> <br />Mr. Swift replied that is already included as a condition. <br /> <br />Pleasanton City Council 13 03/21/00 <br />Minutes <br /> <br /> <br />
