deducted that from the proposed 1.1 million square I~et and calculated the net new square
feet to determine the net new trips.

Mayor Tarver indicated he has always disputed the accuracy of the traffic model.
He was told that 80% of traffic to Home Depot would use Johnson Drive and he does not
believe that because he uses Hopyard and Owens to get there. If there are 3500 parking
spaces, why does Kaiser say there will be only 1000 trips at peak hour?

Mr. Korve said 3500 parking spaces are to accommodate the entire project and
anyone reasonably expected to use the facility. The 1000 trips are the net new trips
during peak hours, not total trips for every employee or visitor.

Mayor Tarver asked if there were two left lanes into the properly and if there was
a traffic signal.

Mr. Korve said yes.

Mayor Tarver referred to the three signals on Bernal Avenue and the two left
lanes tuming onto Valley Avenue, which is a major thoroughfare. He was concemed
about the two left lanes into the Kaiser site and the traffic impacts.

Ms. Michelotti referred to the two left turn lanes into the Koll Center.

Mr. Swift said the reason for two lanes was to stack the cars, not because of the
number of cars. The determining factors are the distance between intersections and how
quickly the cars should be moved through the intersection to maintain the level of
service. That is the mason for a double turning lane at Arlington and Sycamore Road.

Mayor Tarver did not like the signal at Kotl Center and related a traffic accident
that occurred there. He said the City could not synchronize the signals because of
CalTrans.

Mr. Korve explained that CalTrans will allow control of the signal for traffic flow
into the City, but sometimes they object to changing the signal for traffic to the freeway.
It is possible to do both and have smooth traffic flow. He agreed with Mr. Swift that the
left turn lane is get traffic through an intersection and provide for stacking. it is much
safer to have signalized left turns.

Ms. Ayala asked if he could cite another facility similar to this close to a freeway
that has two left turn lanes.

Mr. Korve referred to the PacBell facility at Bishop Ranch in San Ramon.

Mayor Tarver asked the size of the Bemal Corporate Park.

Mr. Swift said 1.3 million square feet.

Pleasanton City Council 12 03/21/00
Minutes
