Ms. Dennis asked if that could be linked to a particular benchmark to require
participation.

Mr. Swift clarified that Ms. Dennis was requesting a link to a performance
standard so that if a level of service approached a specified capacity, that the project
would increase its requirement for trip reduction or transportation modification in some
fashion to minimize the impact at the intersections.

Ms. Michelotti inquired about the square footage of the proposed building near
the lake.

Mr. Korve indicated that if the size of the project were reduced, the impacts on
the street network would be minimal. He believed the improvements to Highway 84
would improve traffic conditions on Stanley and Sunol Boulevard.

Ms. Dennis inquired about the contributions of the project for road improvements.

Mr. Korve said the project is funding the improvements on Sunol through the
traffic impact fee.

Mr. Swift said all the improvements across the frontage of the properly, including
the transitions as far north as Sonoma Drive are attributed to this project. The portion of
improvements within the Sunol/l-680 interchange would be a credit against the local and
regional traffic fee.

Joe DeCredico indicated any building near the lake would be an ancillary use that
would not require any additional parking. It would be a low building and would not
aflbct the view of those looking across Sunol Boulevard toward the eucalyptus grove at
the top of the hill.

Ms. Michelotti asked if the building would be for meetings of people already at
the site.

Mr. DeCredico agreed. If there were a corporate user, it could be a library that
looks over the lake or it could be a facility tbr the employees like a workout room or even
a cal~teria.

Ms. Ayala asked if them were a maximum amount of square footage allotted to
that area.

Mr. DeCredico said no.

Ms. Michelotti clarified that anything requiring parking would not be allowed in
that area.

Pleasanton City Council 14 03/21/00
Minutes
