It was moved by Ms. Michelotti, seconded by Ms. Dennis, to authorize the City <br />Manager to negotiate a Financial Participation Memorandum of Understanding <br />(MOU) with BART and the City of Pleasanton for the Western Dublin/Pleasanton <br />BART station. <br /> <br /> Mr. Pico proposed an amendment that would require a permanent affordable <br />housing component to be included in the project. He felt it was important to be on record <br />that aftbrdable housing be included, especially since ABAG is a participant. <br /> <br /> Ms. Michelotti did not accept the amendment. She pointed out that the residential <br />site is in the Dublin jurisdiction. <br /> <br /> A substitute motion was made by Mr. Pico to include a substantial affordable <br />housing component in the Memorandum of Understanding. <br /> <br />The motion died for lack of a second. <br /> <br /> Ms. Ayala agreed that Pleasanton could ask that affordable housing be considered, <br />but since it is in Dublin's jurisdiction she did not want to appear to be telling Dublin what it <br />should do on its side of the freeway. <br /> <br /> Ms Michelotti felt it all depended on how- the matter was stated. She would agree to <br />amend her motion to include a request that this be considered, but she did not wa~nt to <br />demand that this be a requirement for Pleasanton's participation. <br /> <br /> Ms. Dennis would be more comfortable with that approach. She felt k was more <br />proper to offer Pleasanton's support and encouragement to the assist the City of Dublin if it <br />were its desire to include affordable housing. She did not want to make it a condition of <br />Pleasanton's participation. <br /> <br /> Mr. Pico wanted to make sure that Council clearly indicate to the negotiators that <br />affordable housing is a concem and should be included as a component. This is an <br />opportunity that should not be missed. <br /> <br /> Ms. Michelotti suggested two motions, one for the MOU and one to encourage <br />aftbrdable housing. <br /> <br /> Mayor Tarver believed it was one issue and felt Mr. Pico wanted the MOU to be <br />used as a method for Pleasanton's involvement in the design and whether there should be <br />affordable housing. <br /> <br /> Ms. Ayata had confidence the City Manager could phrase the request in such a way <br />that Dublin would understand the desire for affordable housing. <br /> <br />Pleasanton City Council 9 03/07/00 <br />Minutes <br /> <br /> <br />
