Mayor Tarver liked the proposed motion amendment to include affordability in the <br />negotiations. The only part Pleasanton can influence is in the Memorandum of <br />Understanding for the financing. He believed this process was to get another BART station <br />and to get public and private money to fund the station. To the extent that additional costs <br />are added to the project, it becomes less feasible. He appreciated the intention to get <br />affordable housing and referred to a law that allowed public jurisdictions to work together to <br />fund a project. He wanted to see what Dublin's reaction would be to a joint project through <br />this process. He realized the housing element was in Dublin, but he believed an ofi~r of <br />assistance in an affordable component would be worthwhile. <br /> <br /> Ms. Dennis agreed an offer was appropriate. Whenever there is a compact <br />development, it is the best opportunity to include affordability. She felt a cooperative effort <br />should be pursued if Dublin was agreeable. <br /> <br /> Mayor Tarver asked that to be part of the motion, to have staff pursue with Dublin <br />the possibility of increasing the amount of affordable housing in this process if it is willing <br />to do that. <br /> <br /> Ms. Michelotti asked for staff guidance. She was more comfortable with two <br />separate motions because she did not want to tie the affordable housing to proceeding with <br />the MOU. <br /> <br /> Ms. Acosta believed that Council was supporting and encouraging anything Dublin <br />desired to do in regard to affordable housing and the Council supported a joint project if <br />desired. It can be one or two motions. <br /> <br />Ms. Ayala supported one motion. <br /> <br /> Ms. Dennis asked, if there were an interest in a joint affordable housing component, <br />would that be a completely separate negotiation or as part of the BART project. If the <br />housing component is to be by a separate developer, Council may want to make a separate <br />motion to explore the opportunities with that separate group of people. <br /> <br /> Ms. Acosta stated the two issues were unrelated financially. The current <br />negotiations regarding the MOU, the bond measure, etc. would be separate from working <br />with an applicant who is building the housing and how affordability would be provided. <br /> <br /> Ms. Michelotti asked Ms. Dennis to formulate a separate motion on the affordability <br />component of the project. <br /> <br />The vote on the original motion was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Pleasanton City Council 10 03/07/00 <br />Minutes <br /> <br /> <br />
