Ms. Ayala expressed concem about the design of the parking structures.

Ms. Michelotti inquired about public transportation access.

Mr. Jones said there will be a bus turnout off Stoneridge Mail Road and on the
Dublin side there will be an intermodal transfer station similar to what is at the East
DublindPleasanton station.

Ms. Dennis referred to the pedestrian crossing over the treeway and indicated it
would be a great public art opportunity.

Mr. Pico asked if there would be any affordable housing units included. Since the
Association of Bay Area Governments (ABAG) is a key financial player in this project and
it is requiring affordable housing quotas in the Tri-Valley, this would be an excellent project
to demonstrate a commitment to smart growth and should be a condition of Pleasanton's
participation.

Mr. Jones said the planning has not gone that far as yet.

Ms. Michelotti asked for an explanation of the approval process for each
jurisdiction.

Mr. Jones said the EIR will review all the major issues and will take place in the
next year. The area in Pleasanton is already zoned, so what remains is a design review
process. Dublin will have to rezone the site and review a specific plan for the area. Those
reviews will be done concurrent with the environmental work. Construction on the office
building and possibly the hotel will be done by Jones, Lang and LaSalle. The residential
portion will be done by another developer.

Mayor Tarver asked how the parking will be regulated in the office building and
cited parking problems in other areas. He believed the BART riders will use the office
parking unless there are controls.

Mr. Jones said there will be separate means of ingress/egress for the BART parking
garage and the office building. They still have to determine the details.

Ms. Dennis asked about the increase in ridership that is expected as a result of the
new station.

Mr. Ordway did not have a precise percentage, but the analysis says there will be a
reduction in ridership at Castro Valley and East Dublin/Pleasanton, but there will be a net
increase overall for the line.

Mayor Tarver believed there would be a thousand more riders, because that is how
many more parking spaces there would be. He felt that is what stops some people from
riding BART.

Pleasanton City Council 8 03/07/00
Minutes
