Jack Hovingh, 4250 Muirwood Drive, referred to the Nuclear Regulatory
Commission (NRC) meeting at the Library and was pleased to see Randy Lum in
attendance. He was disappointed Councilmembers were not there. As a registered nuclear
engineer, he was happy with the presentation by General Electric and the NRC. He then
expressed his appreciation for the work of Jim Wolfe and Eileen Morley in getting an
interim contract for the senior day care program. He referred to the letter sent by Mr.
Torlakson and was dismayed that Council had been used to further someone's political
career. Although this was a legal mailing, he did not believe it was ethical. He felt an
apology should be given in the newspaper.

Jon Harvey, 3790 Smallwood, expressed his appreciation to the City for putting
Measure I on the ballot. Opportunities frequently come without notice and there is
sometimes risk to get rewards. It wilt be interesting to see how this comes out.

Ms. Ayala said it is inspiring to her to see the new people who have become active
in the community. She appreciated the efforts of Mr. Harvey.

6. PUBLIC HEARiNGS AND OTHER MATTERS

Item 6a
Authorization to negotiate a Financial Particination Memorandum of
Understandin¢, (MOU) with the San Francisco Bay Area Ranid Transit District
(BART) for the nrooosed West Dublin/Pleasanton BART Station. (SR 00:064)

Deborah Acosta presented the staff report.

Pete Snyder, Director of BART, congratulated the participants in the Youth in
Government Day and the members of the Civics Team as well as their teacher, Matt
Campbell. He believed that fosters an interest in govemment by the youth of the
community. He explained that LaSalle had first expressed in interest in the East Dublin
station, but Mr. Snyder had showed them the West Dublin station area. It has taken a long
time to get to this point. He was here this evening along with John Reynolds and Jeff
Ordway of his staff to answer any questions. Bob Russell of Jones. Lang and LaSalle, the
manager of the project, was also available for questions. His goal was that there would be
four partners in the project: BART, Pleasanton, Dublin, and Jones, Lang and LaSalle.

Jeff Ordway extended an apology from Kathleen Mayo, co-project manager, who
was unable to attend the meeting. He stressed this was a collaborative process and would
like to continue that.

Bob Russell showed a plan of the proposed project. It will be composed of a hotel,
residential component and parking structure on the Dublin side and an office building and
parking on the Pleasanton side. This is a true transit village proposal with mixed uses.
Environmental work is to begin shortly.

Pleasanton City Council 7 03/07/00
Minutes
