would like to see in relation to the garage and house. The impression was that it should <br />continue to look like an old bam and not a new structure. The bam issues are not before <br />Council tonight at all. There were no notices regarding the barn because there is no design <br />review for the barn. It was brought up in the staff report because of the issues the <br />neighborhood had. <br /> <br /> Mayor Tarver referred to the Z-99-178 application and the letter stat'mg the approval <br />was effective in fifteen days unless appealed. That sounds like an official approval that <br />should have been noticed. Condition 6 said the applicant shall use a raised seam metal roof <br />for the barn. If a resident received that, when would they know the roof was changed to <br />another kind? <br /> <br /> Mr. Swift explained that Mr. Chestnut asked to add a second floor inside the ham. <br />Because of the way this neighborhood has been reacting to all of these applications, staff <br />processed the second story floor as a neighborhood process with notice and no request for <br />modification was made or comment made. Staff approved the application. At that time <br />there was a metal roof to match the metal roof that was on the barn to begin with. <br /> <br /> Mayor Tarver said if he got a notice with conditions that he agreed with and then <br />there was a change later, it would make him very upset. How can conditions be changed <br />without letting people know? He wanted a fool-proof process to make sure changes to <br />conditions or approvals were noticed. <br /> <br /> Ms. Ayala believed that most people would have felt it was a great idea to have a <br />shake roof rather than a metal roof. She reiterated that at this point Council is not dealing <br />with the bam, but with the house addition. <br /> <br />Ms. Michelotti asked about the garage area and what is expected. <br /> <br /> Mr. Swift said it is a pre-existing structure that has been renovated and how Mr. <br />Chestnut chooses to use it is up to him. It could be storage. <br /> <br /> Ms. Michelotti said the staff report alluded to an area for storage but could be used <br />as a home office, but not living quarters. <br /> <br /> Mr. Swift said a zoning certificate was necessary for a home office, but it is an <br />existing accessory structure that could be used for any of those kinds of uses. If it is a home <br />office, it would have to meet the requirements of a home occupation or he would need to <br />apply for a conditional use permit if it exceeded the square footage or other requirements for <br />mn exempt home occupation. <br /> <br /> Ms. Michelotti asked if it were to be used as an extra bedroom or guest house, could <br />he do that? <br /> <br />Mr. Swift said yes, but it could not be a dwelling unit. <br /> <br />Pleasanton City Council 17 03/07/00 <br />Minutes <br /> <br /> <br />
