Ms. Dennis said the plans for the back of the bam showed a louvered vent, but the <br />original picture showed no window at all. <br /> <br /> Mr. Chestnut indicated he would put that in if that is on the plans, but he thought it <br />was to be a window. He will defer to the direction of the Planning Department. He wanted <br />a window, but a louver was put there for privacy for the neighbors. However, the window is <br />twelve feet above the staircase and no one will be looking through it. <br /> <br /> Ms. Michetotti agreed the window was too high to be a problem. She asked if there <br />were some way to resolve the cleanup issue until construction is over. <br /> <br /> Mr. Chestnut felt that was resolved. The problem arose when the old shingles were <br />taken off and they could not go into Mr. Ciesielski's yard without permission. No more <br />work will be done on top of the bam or its upper parts. <br /> <br /> It was moved by Ms. Ayala, seconded by Mr. Pico, to uphold the Zoning <br />Administrator's approval of the house addition and to increase the second unit height. <br /> <br />Mr. Tarver and Ms. Dennis did not support the motion. <br /> <br /> Ms. Dennis wanted to make this work for the neighborhood. She preferred finishing <br />one project at a time, but did not want to deny the addition. She preferred focusing on one <br />project. She did not feel comfortable with the house which is three times the size of what <br />was originally there. She agreed the zoning regulations allow the house to be built there, but <br />the neighborhood is also important. <br /> <br /> Ms. Ayala said the residents on both sides of the lot agree with the compromise and <br />want closure to this process. She felt continuing to pick this apart is causing conflict in the <br />neighborhood. <br /> <br /> Ms. Dennis was not prepared to deal with the house until the other points are <br />resolved. <br /> <br />Mr. Pico said Council has to deal with it because of the appeal. <br /> <br /> Mayor Tarver agreed there have been meetings and discussions and there is a need <br />to move on. However, he did not like having winners and losers and felt Council should <br />resolve the matter so one person does not feel he was let down by his elected officials. He <br />believed there must be a way to get through this so the neighbors will talk to each other. He <br />strongly believed staff should notify people of any change and should follow through to <br />make sure conditions of approval are adhered to. He believed the change in the barn roof <br />was significant and the neighbors should have been notified. <br /> <br /> Ms. Ayala said from the testimony tonight. the neighbors have compromised and are <br />ready to move on.
