influenced by many things, some of which are beyond the City's control. With regard to <br />the long term effect of residential development, that is the subject of considerable debate. <br />If you consider only the property tax dollar, there are formulas that suggest that after ten <br />years, the house no longer pays for necessary infrastructure resources. However, that <br />doesn't mean a city would not want to build houses. People who live here shop here and <br />them is a trickle down effect involving sales taxes, power in the business community, etc. <br />Final decisions on the number of allowed dwelling units are not made based on a positive <br />or negative cash flow because too many elements are involved. She reiterated that after a <br />certain point in time, housing is not a revenue generator for the City. However if only <br />revenue generators are built, this would be a city of only industry and that is not <br />desirable. <br /> <br />Mayor Tarver asked what facilities are on the master list? <br /> <br /> Ms. Acosta listed the following: Fire Station 1, downtown parking, new <br />landscaped medians, additional parkland improvements, a community park in the north <br />end of town, open space by the Presley property, a park in south Pleasanton, Vineyard <br />Avenue Corridor community park, Vat Vista Community Park expansion, Alviso Adobe <br />community park, the aquatic center community room, reuse of the Railroad Avenue fire <br />station, lease payments for the animal shelter, expansion to preschool, park maintenance <br />satellite service yard, community trails, City Hall, community center, library expansion <br />and expansion of the Operations Service Center. <br /> <br /> Mayor Tarver said there were a couple of items that would require finding <br />property to purchase and asked what the cost would be in the future. <br /> <br />Ms. Acosta said it would be more than today. <br /> <br /> Jennifer Hosterman, 2922 Chardonnay Drive, indicated she was very excited <br />about Measure I and was in total support of it. She admitted many people have questions <br />but the acquisition of the property is an awesome opportunity that should not be missed. <br />She believed that what is good for the community is good for local business. The Bemal <br />Property Specific Plan was good for the City of San Francisco and purchasing this <br />property will be an opportunity to decide what is best for Pleasanton. She strongly urged <br />construction of a fourth high school on the property and felt there was an opportunity to <br />work with the School District to accomplish that. She reiterated that committee members <br />would be in the community and urged people to contact them for more information or to <br />contact the City. <br /> <br /> Cindy McGovem, 9206 Longview Drive, referred to the jobs/housing imbalance <br />and said in 1973 Pleasanton was a bedroom community. There was then an increase in <br />commercial development, including the Hacienda Business Park. She believed that the <br />jobs/housing balance needs to be viewed on a regional level. She indicated the City <br />would not be bankrupt and there would still be the usual public services. She referred to <br />Ms. Acosta's explanation of the various funding mechanisms to construct the public <br />facilities on the property.
