provick~i by the project proponents by a postcaui and telephone survey to measure the
public support DSRSD has requested a decision tknn the Regional Water Quality
Conlrol Board prior to the Pleaunton ~4~. The Boird has indicated it will not mike a
decision until after the vote. Pleasanton is the only one of the three affected cities that is
able to voice its opinion by a vote. She urged people to vote no on Measure J. She urged
people to attend the next Regional Water Quslity Con~ol Board meeting and indicated
they could cail City Hail to get the telephone number and address of the Board members.
The meeting is at 9:30 a.m., 2/16/00, at 1515 Chy Street, Oakland. She aiso indicated
there was a meeting at Zone 7, Parkside Drive and Hopyard Road, on 2/3/00 at 7:30 p.m.

C-ary Jones, 6805 Payne Road, indicated he worked in the hazardous materials
pwfession. He referred to a reverse osmosis project in San Antonio, Texas and described
problems caused by an arsenic buildup in the water. He said seven people had died from
arsenic. He stated ha~rdous materiai can he contacted by ingestion, inhalation, injection
or absorption. He was concerned about waste from hospitals, funeral parlors or industries
that use toxic substances. He did not believe there wss enough long term history on this
process and did not want to use this process until more information was available.

Leah Jones, 6805 Payne Road, refexred to an erticle in the New Ycn'k Times about
arsenic problems in water from reverse osmosis. ~She said it takes ten to twenty ycers to
see the outcome from this process. She expressed concerns about human failure end
improper maintenance of the system. She refsl~ved to the disclosures that would he
required in real estate transactions and the economic effect this would have in Plessanton.
She referred to patches to help people stop smoking or to deliver medication and felt that
toxins could be absorbed through the skin by bathing or washing haliris.

Steve Grimes, 3722 Cameron Avenue, asked who would he responsible if an
accident occurred. Will DSRSD post a bond? There is no guarantee there will be no
problems. He felt this issue was about money. Plesssnton is a great place to live and we
should not take a risk that could change that. He expressed concern that there is no
representative from Pleasanton on the Zone 7 Board. He believed people would not live
here if this process is approved. He asked people to come to the Februm'y 15 Council
meeting to show their opposition.

Mayor Tsrver said a better way to show opposition would be at the polls. Council
has provided that method of showing how the residents feel about the issue.

Sondra Bierre, 980 Plesllng Drive, thanked Council for putting the measure on
the ballot and urged the voters to vote against it. The groundwater bnsin is a valuable
resource and Pleasanton residents drink more of it than surrounding cities. Dublin and
Sen Ramon residents drink surface or delta water and it is not fair for them to say the
revorse osmosis treated water is good to drink. She had great concerns about this process
and believed it should only be used on potable water, not on wastewater. She was
concerned about unk-nown contsminants that have not been identified. She did not care
how highly treated the water was or what the scientific studies indicated, she did not want
anyone to drink this treated water. She believed this was too extreme a recycling project

P!_,~,~nton City Cotmoil 6 02/01/00
Minutes
