The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, and Mayor Tarver <br />NOES: None <br />ABSENT: Councilmember Pico <br />ABSTAIN: None <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Ayala, to approve a <br />connection to the City sewer and water systems for the Dillard property on the <br />southeast corner of Vine Street and Linden Way with the condition that the <br />preannexation agreement would cover that property and the property at 452 Linden <br />Way and to authorize filing an application with LAFCO for the extension of City <br />services to the Dillard property. <br /> <br /> Mayor Tarver did not support the motion. Council has indicated it wants to annex <br />this property. He felt there would be preannexation agreements with all these property <br />owners and there is a need to define the assessment agreement and the necessary <br />improvements. He wanted that process to start so this area could be annexed as a unit <br />instead of doing it piece by piece. <br /> <br /> Ms. Ayala did not believe staff was able to take on that project at this time. She <br />did want this man to be able to bring his son back to town. Council needs to provide a <br />place for young people to be able to afford to live. <br /> <br /> Ms. Michelotti wanted the City Council to be able to review the plans for the <br />house before it is reviewed by Alameda County. <br /> <br />Mr. Dillard said the plan is to have a 1,700 sq. ft. home that is affordable. <br /> <br /> Ms. Dennis asked if the preannexation agreement could require design review of <br />the proposed house by the City Planning Department. <br /> <br /> Mr. Lum said Council could condition the sewer connection on review of the <br />house plan. Formal approval and building permit issuance would come from Alameda <br />County. <br /> <br /> Mr. Roush said the agreement could be mended under paragraph 1, which sets <br />forth what the property owner must do to get the utility connection. A subsection "g" <br />could be added that says the owner must receive design review approval from the City. <br />The agreement would reflect water and sewer to a particular parcel and the exhibit will <br />reflect both parcels subject to the preannexation agreement. <br /> <br /> Ms. Michelotti amended her motion to include the design review <br />requirement. <br /> <br />Pleasanton City Council 19 <br />Minutes <br /> <br />01 / 18/00 <br /> <br /> <br />
