Hurd indicated that when she and her daughter inherit the property, they would not object
to annexation.

Ms. Michelotti asked how the sewer stub would be handled for the vacant lot
contiguous to the city limit.

Mr. Lum said there would be a stub without a connection.

Mayor Tarver had no problem approving the services; he was concerned about
getting the annexation issues resolved and stopping piecemeal development. The sooner
the City determines what to do with the roads and what public improvements are
necessary for the area, the cheaper it will be to construct. He would like the residents to
agree to annexation.

Ms. Hurd said the entire Remen Tract has changed considerably over the last 25-
30 years. There used to be small houses and livestock. Now there are large homes with
no livestock and new owners.

Ms. Acosta believed this was an issue of strategy. Cotmcil can require these three
properties to annex, but she felt it was better to keep them in a non-protest group if the
ultimate goal is to annex the entire area.

Guy Votaw, 3536 Vine Street, indicated he has had property in the area since
1965 and agreed to annex his three properties even though he has not yet signed a
preannexation agreement.

Tom Dillard, 452 Linden Way, asked for a sewer connection because the property
owner across the street is installing a sewer line. His son and daughter-in-law would like
to move back to Pleasanton. Mr. DiIlard planned to give them the property and his son
would build their home there. He was willing to sign a preannexation agreement for both
parcels.

Mayor Tarver wanted to make it clear that there may be some kind of assessment
district or other mechanism to fund the necessary improvements required by the City.
Those improvements are tinknown at this time. He encouraged Mr. Dillard to be a leader
in the area to support annexation.

There were no further speakers.

It was moved by Ms. Michelotti, seconded by Ms. Ayala, to approve a
connection to the City sewer system for the McKee parcel at 3631 Vine Street with
the condition that the preannexation agreement would cover all three parcels owned
by Ms. McKee and to authorize filing an application with LAFCO for the extension
of City services to the McKee parcel.

Pleasanton City Council 18 01/18/00
Minutes
