Lum presented the staff reports. <br /> <br /> Ms. Dennis asked if everyone in the area signed a prearmexation agreement, could <br />the City just annex the area later with no protests. <br /> <br /> Mayor Tarver believed there was a majority of property owners in the area who <br />had already signed preannexation agreements or who had applied for annexation and <br />been denied. <br /> <br /> Ms. Ayala referred to the Faber/Hempy request in 1997 and said she approved it <br />only because Mr. Faber assured her he would work towards getting the area annexed. <br />Nothing has happened to date. She remarked that the residents are trying to keep a rural <br />lifestyle, but Council needs to find a safe way to get the kids to school. She was <br />concerned the area is not up to City standards. <br /> <br /> Mayor Tarver said there are people in the area who will never want to annex. <br />However, this area is being developed piece by piece. Any undeveloped lot will have to <br />get utility services from the City. <br /> <br /> Ms. Michelotti related that there were a series of meetings in 1997 to encourage <br />annexation, but nothing was resolved. The area is currently medium density, but a <br />specific plan was proposed to keep the area rural with unpaved roads. <br /> <br /> Mayor Tarver said there are seven lots with water and sewer from the City with <br />no preannexation agreement. <br /> <br /> Ms. Acosta did not think there was more than 50% in favor of annexation. She <br />referred to some additional issues regarding the Hempy/Faber property regarding the way <br />it was being subdivided and lot line adjustments. <br /> <br />Mayor Tarver invited public testimony. <br /> <br /> June Hurd, 3631 Vine Street, representing her mother, Arlyne McKee, explained <br />that her elderly mother wants to continue to live in her home, but the septic tank is <br />failing. She said the property at 3626 Vine Street has received approval for the sewer <br />line to come down Vine Street. Her mother has paid her share to Tom Messa for the <br />engineering fees for two stubs to come off that sewer line to 3631 Vine.
