in the park now. She felt the lights might bring more people. In response to comments
about children of people playing softball being in the park at night, she felt it was the
parents' responsibility to control their children. She asked Council to consider the
homeowners in the area and the promises that have been made in the past.

Ms. Michelotti asked if Mrs. Powers was opposed to any lights, including the
lower bollards.

Mrs. Powers said yes. She felt only a few people would use the park late at night
and if people wanted to walk, they could use Parkside Drive or Sports Park Drive.

Patrick Sangiacomo, 2720 Sanderling Way, explained that the far end of the park
would not have lighting because the fences of the residences are within five feet of the
path. He understood why the Park and Recreation Commission would want to show off
the park; it is a jewel and he uses it with his kids during the day. He asked ifa survey
had been done to see who would use the park with the additional lights and did not
receive an answer. He questioned the cost benefit. The north side is already wired and
should have the lights installed to determine how many people will walk in the park. He
felt it was Council' s responsibility to use funds wisely and felt there are better uses for
those funds. The money might better be spent on the BMX park. He didn't feel it was
prudent to spend the money without that information. There are lights in the parking lot,
so children could wait there to be picked up. He did not see the demonstration so he
could not comment on that.

Alana Shoars, 2596 Larrikeet Court, indicated the demonstration of lights was
outside the back of her house and the lights did shine into her house. She spends a lot of
time commuting and chose to live by the park for a reason. She didn't feel anyone falls
short of using the park without lights. She has been at every meeting and has been
extremely discouraged because she was not listened to. There are many alternatives that
were not considered. At a prior meeting everyone in attendance was opposed to the
lighting. She felt a task fome should be formed to answer questions and to consider
different lights. She did not feel short lights are any more dangerous and not any more
subject to vandalism. She didn't know that the park would be any more used than it is
now. This is not a commercial park. She asked if her only recourse was to get a lawyer.
She was concemed about impacts on her quality of life and did not want to be wakened at
5:30 a.m. when the lights go on. She lives within 25 feet of the path and the lights will
impact her master bedroom, living room and dining room.

Ms. Ayala asked if the lights were shielded during the demonstration.

Mr. Fulford said no.

Ms. Michelotti asked what time the softball field lights go out.

Ms. Shoars said it varies. All the residents are worried about this quality of life
issue. She did not believe the park was under utilized. If the uses are increased, she

Pleasanton City Council 12
Minutes

01/18/00
