Mayor Tarver asked about the comments of Commissioner Sedlak.

Mr. Wolfe stated that the consultant did not satisfy Mr. Sedlak's concerns about
light shielding and he felt he should support the neighbors who opposed the lighting.

Mayor Tarver invited public testimony.

JoAnn McGo'ff, 3221 Melanie Circle, supported the pathway lighting. Her family
uses the park a lot and would use it more if the paths were lit. It would allow residents
more flexibility in the times to use the park. She said the demonstration of the lights was
good. Her second concern is safety. Although there have been no safety concerns in the
park, she felt lighting could only make it better. She indicated that she had artended a
meeting about lighted fields years ago and was told there would be redwood trees planted
from Melanie Circle to the Sports Park to shield the lights. She believed if that were
done, people would be happier about the lights. She felt fortunate to live in a city that
can afford these lights. She came from a tom that could not afford the parks. She felt
she had a wonderful quality of life in Pleasanton and this can only make it better.

Dennis Powers, 3164 Joanne Circle, opposed any additional lights in the Sports
Park. He related his active participation in Sports Park committees and sports groups
using the park. He said there have been many amenities added to the park such as the
skateboard park and the girls softball snack bar. He considers himself a caretaker of the
park. He was assured by the former Director of Parks and Community Services that the
Sports Park was for dawn to dusk usage. He believed there are many well-lighted roads
for people to use for walking. He did not see why more lights are needed in his
neighborhood. He said his house is 150 feet from the park and his main concem is once
the lights are put in, what happens next? People will go out to practice on the fields and
then say they want stronger lights. He enjoys the area and asked Council not to put in
lights. He did not think the community supported more lights.

Ms. Ayala asked about the last comments about trees.

Mr. Powers said he has trees in his yard. He saw the light demonstration and he
thought it looked just like a continuation of the parking lot.

Linda Powers, 3164 Joanne Circle, agreed with her husband's remarks. She felt
there was a poor turnout from the neighborhood at this meeting because they lacked
confidence in the City process. She also believed there was an inadvertent
misrepresentation of the lights. People feel low level lights were the 3-foot bollards, not
fifteen foot poles. She said many people attended the Park and Recreation Commission
hearing and believed their comments fell on deaf ears. The Commissioners did not
respond to comments made by the commtmity. She presented four additional letters of
protest: Donald Brannan, 3129 Joanne Circle; Jerry and Renee Cederquist, 3204 Glenda
Court; Norman Bradley; and Rick Schussel, 3156 Joanne Circle. Ms. Powers indicated
that if lights are put in, she wanted shields on both sides of the lights. She agreed with
the Police Department that lighting was a deterrent, but there are not that many problems

Pleasanton City Council 11
Minutes

01/18/00
