concem about traffic emering Hopyard from Golden and turning left. Ms. Combs <br />suggested construction of a turnout pocket similar to the one at Sutter Gate. <br /> <br /> Mr. van Gelder said it is possible to review that option. He indicated staff had <br />received several phone calls on this issue and most people were comfortable once it was <br />explained that speeds are not expected to increase. The capital improvements for this <br />portion of Hopyard are not in the current six-year plan, but they are on the list of future <br />funded improvements. He also indicated there was concem about the lack of a marked <br />crosswalk at Hopyard and Golden that can also be pursued. <br /> <br /> Ms. Ayala agreed with that, especially because of children crossing to the swim <br />club. <br /> <br /> Mr. Pico asked if consideration was given to regulation similar to that in front of <br />Amador Valley High School, i.e. 25 mph when children are present and 35 mph all other <br />times. There are many children crossing Hopyard to get to school. He also asked about <br />the ability to enforce the speed limit in this area if this increase in speed limit is not <br />adopted. <br /> <br /> ChiefNeal said it would eliminate the ability to use radar. A speed would have to <br />be paced to verify the excess speed. There is also the California basic speed law which <br />states that a vehicle may never be driven faster than it is safe. The fundamental reason <br />for this increase in speed limit is to permit radar speed enforcement and not make <br />violators of people who are going the recommended speed anyway, <br /> <br /> Ms. Ayala referred to the various speed limits on Hopyard Road and felt this was <br />just going to confuse drivers. Why go from 45 to 35 back up to 40 and then to 25 mph? <br /> <br /> Mr. van Gelder said the area that is 25 mph has a very different character from the <br />rest of Hopyard. It is a narrow road with many driveways. <br /> <br /> Diane Moriarty, 5427 Dudley Court. indicated she has seen the speeds increase on <br />Hopyard and the noise level has gone up as well. She agreed it is confusing having <br />different speed limits. She also cited the difficulty in getting onto Hopyard from Golden. <br />She asked for consideration of the residents on Hopyard. <br /> <br /> Robert Stansbury, 1565 Hopyard Road. said he has been watching traffic on <br />Hopyard for many years and speeding is a problem. He cited problems at the intersection <br />with Black Avenue and problems with people needing to pull off the road for various <br />reasons but cannot because of the asphalt curbs. He felt ifa speed limit is raised, people <br />take that as license to go even faster. He suggested a speed limit of 40 mph on Hopyard <br />from Valley to Black and then change to 35 mph from Black Avenue to Del Valle <br />Parkway. He then referred to traffic going north and merging from Del Valle to Hopyard <br />and the problems that arise at Golden. He urged Council to oppose this increase in the <br />speed limit.
