6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 6a( 1 ) <br />Commendation for Christopher Sumerlim Disnatcher Alda Nash, Disnatcher <br />Kathervn Billiw,s, and Officer Michael Elerick for anprehension of two burglary <br />suspects. <br /> <br /> Tim Neal, Police Chief, described the details of the incident and commended all <br />parties involved in the incident. Mayor Tarver presented commendations to each. <br /> <br />Item 6a(2) <br />Commendation for Fire Cantains Porter, Bordlev, Parker, and Whitehead, <br />Engineers Wright, Withers, Wentz, and Goenpert. and Firefighters Lamb, <br />Lockeridge, Richeft, Tesa, Miller, Freethv, and Neiman-Kimmel for out of county <br />wildland fireflybring (SR 99:294) <br /> <br /> Stewart Gary, Fire Chief, described the participation of the firefighters and read a <br />letter from a family assisted in Butte County. Mayor Tarver presented commendations to <br />the firefighters. <br /> <br />Item 4g <br />Proposed soeed limit increase on Honvard Road between Del Valle Parkway and <br />Vallev Avenue from 35 mph to 40 ml}h. (SR 99:291) <br /> <br />Bill van Gelder presented the staff report. <br /> <br />Mayor Tarver inquired about the effects of highly visible enforcement in the area. <br /> <br /> Chief Neat stated speed tends to follow more the way a road is engineered and the <br />public perception of a safe speed. <br /> <br /> Ms. Ayala referred to the studies for May 1998 and July 1999 and said the speed <br />of southbound traffic seems to be increasing. <br /> <br /> Mr. van Gelder indicated those studies are for different portions of Hopyard. <br />They were included in the staff report because they were the most recent available. He <br />described the traffic patterns on those portions of the road. Studies are done about every <br />five years. The last studies for this portion of the road would have been done before the <br />changes to Hopyard including the landscaping, frontage roads, etc. The only significant <br />difference is the accident rate and that has gone down in the last couple of years. <br /> <br /> Ms. Dennis related a question from Jocelyn Combs of whether it would be <br />prudent to construct the planned improvements to this portion of the road and then do <br />another study.
